Introduction

The IT Accessibility Program Specialist position reports to the Director of Policy & Programs which directs MDOD to designate a staff person to collaborate with the Departments of Information Technology (DoIT) and Department of General Services Office (DGS) to provide accessibility technical assistance during State procurement processes and address accessibility concerns of State employees utilizing State provided IT solutions.

Main Purpose of Job

The Maryland Department of Disabilities and the Assistive Technology Program (within MOOD) facilitate the Information Technology Accessibility Initiative (ITAI), ensuring state agency compliance with state and federal accessibility laws. The ITAI is charged with the coordination and collaboration of services and processes supporting IT Accessibility compliance between the Department of information Technology (DoIT), Department of General Services (DGS) and all executive branch state agencies. The ITAI works to ensure that the state procures, develops and implements accessible information technology systems. This position provides technical assistance to state agencies and DoIT through technical evaluations, digital accessibility education and training, and procurement support. Additionally, this position serves as direct support staff to the Director of IT Accessibility Policy and Programs, attending state-level & departmental meetings, developing and compiling resources, developing and presenting on technical IT standards for both general and specific audiences, and providing direct technical support state agency IT staff.

POSITION DUTIES

IT Accessibility Technical Support Services

  • Support the Director of IT Accessibility in testing state websites, apps and software for accessibility in compliance with Section 508 and WCAG success criteria.
  • Assist with troubleshooting issues and providing technical support to state agency website developers, content managers, and procurement staff.
  • Manages the initiative's efforts around automated accessibility testing of state websites including managing data and the respective analytics.
  • Perform accessibility reviews of documents and deliverables from state agencies for Section 508 compliance.
  • Provides highly technical (expert level) direct and consultative support to Director of IT Accessibility and other program/project leaders in state government including the DoIT Office of Accessibility.
  • Utilize a prescribed set of checklists and accessibility checkers to perform document creation, quality assurance, and quality control reviews.
  • Remediate non-Section 508 compliant aspects of documents and deliverables including formatting MS Word documents, PowerPoint presentations, Excel spreadsheets, and PDF documents in accordance with Section 508 specifications.
  • In coordination with the Director of IT Accessibility, create comprehensive accessibility guidelines for state-specific IT solutions.
  • Provide technical assistance to DoIT Office of Accessibility regarding accessibility compliance testing and recommendations for which is appropriate in particular circumstances.
  • Respond to inquiries about technology access from state constituents, employees, and agency leadership.
  • Provide direct technical assistance to state agencies and constituents on accessible technology issues.
  • In collaboration with Director of IT Accessibility, provide guidance and support to the IT Accessibility intern, including providing training on web authoring tools and overviews of assistive technologies as they integrate with information technologies.

Training, Outreach, Communications on IT Accessibility

  • Make available to state employees and constituents training resources on topics of accessibility.
  • Serve as a liaison between the National Federation of the Blind's Center for Excellence in Non-visual Access and the State, encouraging state employees to participate in education experiences offered by the NFB, plan and co-host applicable IT Access training sessions, and coordinate on projects and initiatives relative to NFB's CENA program and the IT Access Initiative.
  • In collaboration with the Director of IT Accessibility, create, maintain and teach a comprehensive accessibility education program to state employees.
  • In collaboration with the Director of IT Accessibility, develop and maintain a permanent, on-demand training library for use by state employees to learn about and develop IT accessibility skills.
  • Organize and maintain Accessible IT resources online.
  • Create, manage and distribute the initiative's newsletter on a regular basis.
  • In collaboration with the DoIT Office of Accessibility, participate in education efforts with accessibility professionals throughout the State.
  • Host web-based and in-person Information and Communication Technology Trainings for state employees and the general public.
  • In coordination with MDTAP Executive Director, participate in outreach and public awareness events focused on information technology accessibility.
  • Contribute monthly blog posts on IT Accessibility topics & tips.
  • Support MDTAP Executive Director in special projects specific to accessibility, IT, and assistive technology.
  • Assist the Director of IT Accessibility in legislative reviews, policy consultation, and providing contextual information, when requested.

Procurement Support & Training

  • Serves as one of the state's subject matter experts (SME) on all matters pertaining to digital accessibility.
  • In collaboration with the Director of IT Accessibility, evaluate Voluntary Product Accessibility Templates, when provided by vendors, to evaluate accessibility claims of their products.
  • Monitor and provide technical support related to agreements on remediation plans and contracts between vendors and state agencies.
  • In collaboration with Director of IT Accessibility and DoIT Office of Accessibility, develop, support, and present on state procurement topics, contribute to the state procurement learning management system, and, when requested, advise on best practices to implement accessibility into the state procurement processes.
  • Consult with vendors to provide guidance on meeting state procurement accessibility standards.
  • Assist state agencies with development and procedure of SME support and training material.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our candidate will have the preferred qualifications:

Experience working with one or more disability communities, such as blind and low-vision or deaf and hard-of-hearing.

Experience working with customers to assess accessibility concerns, and coordinate and/or implement remediation strategies for multiple content types (PDF, website, mobile app).

Experience assessing accessibility of a proposal during the procurement process via direct testing or by reviewing and summarizing accessibility conformance reports.

Strong written and verbal communication skills.

Prior experience with or certification in digital accessibility (website, document, other).

Strong presentation skills or a background in education and skills training.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
