Main Purpose of Job

The Natural Resources Planner IV is the lead and oversees the planning, operation and evaluation of the State of Maryland’s Ozone Monitoring Network in the Field Operations Section of the Air Monitoring Program. The incumbent in this position directs and coordinates all planning aspects of the Statewide Ozone monitoring network following all applicable federal regulations.

  

This position involves working conditions that may include driving and performing work in all weather conditions when maintaining the Ozone Monitoring Network, climbing ladders, and working on the roof of buildings or shelter roof tops. Exposure to hazardous conditions which may result in electrical shock hazards are possible at air monitoring stations while troubleshooting internal components (process control boards, power supplies, relays) of ozone analyzers, calibrators, and other monitoring equipment. The incumbent may also work in the presence of compressed gas tanks in confined spaces where leaks can cause oxygen displacement, explosive or toxic conditions. Special physical demands such as lifting heavy equipment (ozone analyzer, instrument racks, data loggers, zero air generator, etc.) exceeding 50 pounds are often moved between sites and or pulled onto rooftops using ropes or ratchet straps. When performing these duties, the incumbent is required to use protective equipment such as safety shoes (steel toe), goggles, mask, protective glasses, and gloves.

 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for up to three years of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 

 

  • Experience regarding the operation, maintenance, calibration, and troubleshooting of continuous and manual based air monitoring instrumentation specific to PM, CO, NOx, SO2, O3, and the calibration systems of these methods.
  • Experience performing ozone transfer standard testing on trace level ozone calibrators.
  • Knowledge of both federal and state regulations pertaining to these instrument sampling, operation quality control procedures.
  • Experience in the evaluation of diagnostic information from the air monitoring data acquisition system that includes pollutant concentrations and instrument operational parameters such as voltages, flow rates, PMT output, and temperatures.
  • Experience leading / training / overseeing other NRPs in activities including but not limited to: data collection, instrumentation maintenance and troubleshooting, ambient air monitoring shelter design and installation.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
