Main Purpose of Job

The main purpose of this position to perform routine field work in Environmental Health for public health protection. This is a general supervision position. Specifically, this position is responsible for Well Testing Program according to COMAR 26.04.04 Collection of data, maintenance of data, sanitary survey updates, and coordination with MDE. This position will also be responsible for the following:
  • Transient Non-Community Water Systems, Collection of data, maintenance of data, sanitary survey updates, and coordination with MDE. 
  • Beach monitoring program, sample collection, data maintenance, and coordinating with MDE. 
  • Reviewing building permits for compliance with COMAR 26.04.04 and 26.04.02 using approved county procedures.
  • Reviewing well application’s for compliance with COMAR 26.04.04 using approved State forms and County procedures. 
  • Conducting percolation and/or infiltrometer tests to determine if the soils of a particular property meet the minimum standards of COMAR 26.04.02 using approved county procedures and forms. 
  • Daycare, Adoptive home, and Foster Home applications and coordination with MDE. 
  • Reviewing sanitary construction permits and conducts inspections of septic system installations to ensure compliance with COMAR 26.04.02 using approved county procedures.
  • Conducting nuisance investigations to ensure compliance with Annotated Code of Maryland Title 10 and County Ordinance 116 using approved county inspection sheet. 
  • Reviewing burn application’s for compliance with COMAR 26.04.04 using approved State forms and County procedures.
  • Conducting animal bite investigations to limit exposure to the rabies virus using acceptable county forms and procedures.
  • Participating in the On-Call rotation for Environmental Health to ensure that “After Hours” coverage is provided using the appropriate procedures and forms. 
  • Assisting the Health Department in meeting needs of Kent County citizens during a hazardous event(natural occurring or terrorism related)

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: One year of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations.

Notes: 

1. Candidates may substitute a Master of Public Health or Master of Science degree from an accredited college or university may be substituted for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
