Maryland Cannabis Administration, Division of Policy Implementation, Linthicum, Maryland

Main Purpose of Job

This position will be responsible for providing analysis and operational support to the Office of Policy and Government Affairs (OPGA), within the Maryland Cannabis Administration (MCA). This position will assist with evaluating policies and with regulatory matters.

This position will also assist with the development of an internal process, along with providing program support toward MCA’s cannabis licensing efforts. This position will require the regular use of independent judgement and analysis toward applying and interpreting rules and regulations, in accordance with agency laws and policies.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching, and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience dealing with legislative and regulatory matters at the State and/or federal level, including evaluating, analyzing and/or implementing policies and programs. The desired candidate should also have professional experience analyzing legislative or statutory language, as well as drafting regulatory, sub-regulatory, and/or legislative language.

Additionally, the desired candidate should have professional experience managing multiple projects and meeting deadlines. Furthermore, the desired candidate should have professional experience gathering information, creating reports, and analyzing quantitative data, along with professional experience using Microsoft Excel. Finally, the desired candidate should have professional experience and/or an educational background in Public Policy or Public Administration.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
