The Energy Community Engagement Associate is responsible for providing assistance to the Housing and Building Energy Programs (HBEP) Division as assigned, This position will preform client engagement activities, as well as related data analysis activities, administrative assistance, marketing and outreach support, and reporting. Reporting responsibilities include collecting and analyzing marketing and outreach performance data, as well as preparing reports as required. Community Engagement Associate bust become and stay knowledgeable about DHCD's energy programs, including single-family and multifamily energy programs, and in form prospective clients about program benefits and how to apply.
This position is responsible for performing client engagement activities in communities all over Maryland. This includes identifying applicable outreach events, coordinating events with the Office of Community Engagement, and attending such events. This work will require frequent travel to different parts of the State. This position also sets up training events and may hold presentations.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro Stop.
POSITION DUTIES
The Energy Community Engagement Liaison (ECEL) resides in the Office of Community Engagement but also receives direct oversight from the Division of Community Development Administration, Housing and Building Energy. The ECEL is responsible for providing assistance to the Housing and Building Energy Programs (HBEP) Division to help increase public awareness by optimizing opportunities with current and potential clients, with the goal of promoting and informing Marylanders of the diverse portfolio of energy-related programs and services offered by the agency; including, but not limited to: The EmPOWER Low Income Energy Efficiency Programs, Multifamily Energy Efficiency and Housing Affordability (MEEHA) Greenhouse Gas Reduction Program (GHGRP), Multifamily Energy Efficiency and Housing Affordability (MEEHA) EmPOWER program, BeSMART Home Loan Program, Energy Construction Loan Program, Department of Energy (DOE) programs, Maryland Energy Assistance Program (MEAP) Crisis program, and Maryland Energy Assistance Program (MEAP) Weatherization program.
The position will perform client engagement activities, as well as related data analysis activities, administrative assistance, promoting the programs through marketing and outreach support, and reporting. Reporting responsibilities include collecting and analyzing outreach performance data, as well as preparing reports as required. Community Engagement Liaison must become and stay knowledgeable about DHCD’s energy programs, including single- family and multifamily energy programs, and inform prospective clients about program benefits and how to apply.
The position is responsible for performing client engagement activities, statewide. This includes identifying applicable outreach events, coordinating events with the Office of Community Engagement, and attending such events. This work will require frequent travel to different parts of the State. This position also sets up training events and may hold presentations to inform partner organizations about program benefits and opportunities. This includes establishing connections with relevant partners, and maintaining relationships by following up and initiating communication via phone or email.
The Energy Community Engagement Liaison tracks data about outreach and marketing events, analyzes this data, and provides reports to the business development and program managers as requested. This position will ensure a smooth transition from prospective clients to enrolling in the programs, by providing required application documents and connecting clients with the relevant intake team.
MINIMUM QUALIFICATIONS
Experience: Seven years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and three years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.

BENEFITS
Contractual employees who work for an agency covered under the State and Employee Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health and benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
