Main Purpose of Job

The Administrative Officer III serves as the administration advisor within the Resource Management Branch to the Facilities Management Officer. This position performs analysis duties, to include preplanning, programming funds allocation, accounting management, procurement, invoice processing, and utilizing internal controls and reporting. This type of work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budget analysis and funds management.

POSITION DUTIES

Duties for this position include, but are not limited to the following:

·Provides resource management support to the Construction and Facilities Management Office by performing budget analysis duties, to include planning, programming funds allocation, budget analysis, cost analysis, utilizing internal controls, and reporting. 
·Reviews, evaluates, and processes purchase requisitions and other funding documents. 
·Reviews, evaluates, and processes invoices and other billing documents. 
·Maintains accounting records and performs accounting management. 
·Validates commodity deliveries to facilities via contract, requisitions, or blanket purchase orders (BPO).

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work. 

Notes

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.  

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

* One (1) year experience of planning, programming fund allocations, budget analysis, cost analysis, utilizing controls and reporting.

* One (1) year of experience processing purchase requisitions.

One (1) year of experience processing invoices and other billing documents.

* Advanced proficiency utilizing Microsoft Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points to operate a state vehicle.

SPECIAL REQUIREMENTS

Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access Military Facilities and computer systems by being issued a CAC card. The ability to obtain and maintain this access to the facility and CAC card is a condition of employment for this position.
