Main Purpose of Job

This position will support the small procurement process for DGS construction projects and implements the task order contract process for architecture and engineering. The position assists in the planning, organizing, implementing, administrating, interpretation, and application of DGS construction small procurements. DGS is the control agency for state-wide construction, supporting 20 agencies in projects using statewide funds.

POSITION DUTIES

Duties for this position include but are not limited to:

·Plans, organizes, and implements the small procurement workflow. Ensures the projects are procured in order of priority by ensuring all steps in the procurement process are completed. Verifies that appropriate   procurement documentation has been submitted including insurances and bonds.

· Creates contracts in FIMIS/Emma and, communicates with vendors to obtain the proper documentation to execute the contract. Monitors the contract for MBE participation, project supplementals (change orders), and project/ contract closeout.

· Evaluates the small procurement operations and recommends changes in order to comply with procurement regulations. Coordinates with the DGS procurement office, and streamlines the process for project managers and vendors to ensure procurements are conducted efficiently and effectively.

·Executes task orders for existing on-call A/E contracts. Maintains procurement files documenting the task orders financial information and contract documentation. Creates associated FMIS documentation and State Electronic Procurement documentation.

·Maintains procurement files in accordance with regulations and to the satisfaction of internal and external documentation audits. Ensures vendors and project managers have access to accurate and appropriate documentation.

· Oversees other administrative functions for the Facilities Engineering Division. Documenting and tracking the State-wide backlog of construction project requests under $5M. Documents and tracks invoices submitted for payment. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

• Experience in administrative functions of Small Procurement, eMaryland Marketplace Advantage (eMMA).
• FMIS (State accounting/data system) or related software skills.
• Knowledge of State Procurement rules and regulations.
• Familiar with Minority Business Enterprise Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
