POSITION DUTIES
- Develop, write, and implement CSA program and fiscal policies and procedures, legislation, and regulations, coordinating with other DHS/CSA units, and local/metro child support offices, as necessary. Communicate changes and updates through established channels including, but not limited to: statewide communications, policy clarifications, Title IV-D State Plan pages, online policy manual(s), Knowledge Base, and regularly scheduled online/distance learning training.
- Develop, implement, present, and deliver training for all new or existing child support staff (local, metro, and Baltimore City) statewide on all facets of the Title IV-D Child Support Program. Also serve as program expert at training sessions presented by other staff. Training will be delivered at locations statewide and/or online/distance learning on a regular and ongoing basis. Maintain a training schedule, establish training goals/objectives, timely post course registration information and reports, and evaluation of training using resources available from DHS Learning.
- Coordinates with all CSA divisions and DHS offices on the design and development of CSA-related communications, forms, and publications to ensure content accuracy and adherence to federal regulations and state statute or policy.
MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.
2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.
3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year of experience in child support program knowledge and experience at the local, state, or federal level.
One year of experience developing and delivering training in a hybrid environment including both in-person and virtual learning.
One year of experience using computer software such as Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and Google Docs and Sheets.
One year of experience in policy and training writing for a human service-related program.
