Main Purpose of Job

The MD State Treasurer’s Office is seeking a highly organized individual with keen oral and written communication skills, strong analytical skills with sound judgment, and can handle fast paced team environment.

The mission of MD529 is to provide tax-sheltered plans to help Maryland families save for future college expenses and reduce future dependence on student loans, as well as help individuals with disabilities save money and pay for qualified disability-related expenses without jeopardizing state or federal means-tested benefits such as SSI or Medicaid. MD529 provides these opportunities through two unique plans allowed under section 529 of the IRS tax code - the Maryland College Investment Plan (MCIP) and the Maryland Achieving a Better Life Experience Act (ABLE) program.

In 2023, a third program previously offered by MD529, the Maryland Prepaid College Trust (MPCT) program, was closed for new enrollments. However, the MPCT plan will continue to provide future benefits for account holders who remain in the plan prior to its closing and who continue to be eligible for a benefit.

The purpose of the Customer Care unit is to provide superior customer service to current and prospective 529 plan account holders above and beyond the assistance available from each plan's respective outsourced administrator. Customer care representatives are responsible for responding to all forms of account holder inquiries, providing reliable guidance and resources regarding the plans and tracking all correspondence. This position will be responsible for competent knowledge of internal policies, program parameters, and state and federal law as it pertains to Maryland529 plans in order to deliver accurate, efficient, and effective customer service.

The Administrative Specialist I classification is the first level in a non-competitive promotion series, in which an employee may advance in grade and class level from intermediate to a full performance, Administrative Specialist II through work experience and competency.  Continued growth opportunity is also possible over time.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience using multi-line telephone systems in a customer service call center.
  • Excellent customer service with strong writing skills.
  • Experience maintaining and working with a database.
  • Experience researching, applying and/or auditing compliance with laws, regulations, guidelines, or other technical specifications.
  • Experience or knowledge in financial fields such as banking, investments, merchant services, economics, etc.
  • Proficiency in MS Word, Adobe, and/or Excel

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
