Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Tax Accountant Professional IV (Supervisor.) This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The UI Tax Accountant Professional IV position is responsible for supervisory oversight in within MDUI’s Wage Reporting and Accounting Unit. Which includes planning, coordinating, supervising, and evaluating the work of UI Professionals and lower-level UI Tax Accountant Professionals. This role also involves providing an advanced level of accounting work in the Wage Reporting and Accounting Unit, which includes the Fund Management Section within the Unemployment Insurance Contributions Division (UI) of the Department of Labor (DOL), while adhering to generally accepted accounting principles.

POSITION DUTIES

  • Reviewing and approving financial transaction records, ensuring compliance with fiscal control agencies.
  • Responsible for formulating policies and procedures for maintaining internal controls to ensure the security and reliability of funds and records.
  • Reviewing and approving reconciliations of entire accounts, selecting the appropriate accounting treatment and maintaining documentation for audit trails.
  • Supports the auditing process of division’s fiscal operations, providing explanations of UI accounting procedures and documentation of fiscal transactions.
  • Prepares UI management reports
  • Provides supervision and oversight of UI Professionals and lower-level UI Tax Accountant Professionals
  • Develops and implement training programs for UI Professionals and UI Tax Accountant Professionals, within the unit.
  • Generates and prepares unit specific metrics for the purpose of reporting out to the UI leadership.
  • Assists with the development and revision of UI accounting policies to improve accounting controls and efficiency.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. 

Education:  A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor’s degree with 30 credit hours in Accounting and/or related courses.

Experience: Four years of professional accounting experience or four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.    

Notes:

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master's degree in Accounting from an accredited college or university for two years of the required experience.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Candidates may substitute additional graduate level education in Accounting at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for- year basis for the required experience and education.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
