Main Purpose of Job

The main purpose of this position is the preparation and management of the annual operating budget and quarterly budget projections for both the State Fiscal Year and the Federal Fiscal Year for the Maryland WIC Program. Duties include developing and managing the budget, financial projections, expenditure management, federal reporting, account reconciliation, grant management, training and supervising the work of an Agency Budget Specialist and Administrative Officer III.

This position assists the Unit Chief in meeting the needs of the WIC Program to include initiating edits and revisions to written policies and procedures and COMAR, providing training and guidance to WIC Local Agencies and WIC staff, and special projects as specified by the Program.

This position will be eligible for hybrid telework with privileges determined with the employee at the time of hire.

MINIMUM QUALIFICATIONS

Experience:  Nine years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience working in the areas such as financing and administration; auditing; federal program compliance; accounting. 
  • Experience and knowledge of FMIS including RSTARS and ADPICS. 
  • Experience in financial planning, budgeting, policy analysist, and data analysis. 
  • Experience reconciling accounting systems, locating and researching errors, tracing discrepancies to source documentation, making necessary adjustments and maintaining an audit trail. 
  • Experience in reviewing documentation, analyzing for program compliance and strong writing skills for reports. 
  • Strong analytical skills, including understanding of general accounting principles, mathematical and statistical concepts. 
  • Experience in supervising. 
  • Experience with MS Office applications (word, excel), Google Suites, and database software. 
  • Ability to work independently, in teams and under pressure. 
  • Excellent written and verbal communication skills. 
  • Excellent time management skills and ability to multitask.
  • Strong attention to detail.
