Introduction

The Maryland Department of Labor is accepting applications for the position of Agency Budget Specialist II. This position performs budget instructions to assigned units to provide baseline information and guideline for unit budget submissions.

Main Purpose of Job

This position performs budget instructions to assigned units to provide baseline information and guidelines for unit budget submissions. Prepares draft budgets for efficient preparation, presentation and execution of agency and fiscal functions. Assist the Chief of Budget in maintaining, evaluating and reconciling fiscal policies and within the agency.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Prepares and distributes budget instructions to assigned unites to provide baseline information and guidelines for unit budget submissions. Reviews Paid Leave program budget submissions to determine adherence to established budgetary guidelines and procedures. \
  • Prepares testimony and provides background information to respond to inquiries from agency executive management. Monitors and approves expenditures by analyzing budgetary priorities and constraints.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
