Main Purpose of Job

The Money Follows the Person (MFP) Housing Specialist will provide technical assistance and support to MFP stakeholders (Medicaid applicants and participants, MFP applicants and participants, supports planners, Centers for Independent Living (CILs) staff, Public Housing Authority (PHA) staff, Maryland Access Point (MAP) staff, and other interested parties) regarding affordable housing and housing related issues.

The MFP Housing Specialist will assist in developing and participating in training to MFP stakeholders on housing related topics; assist in developing recommendations and implementing policies related to the provision of housing assistance as part of Medicaid-funded case management services; serve as a liaison to interested groups, individual agencies, and other divisions and departments regarding the MFP demonstration and qualified residences in the community; interpret and apply policies to increase housing opportunities for Medicaid recipients; ensure compliance with Federal requirements; and make recommendations for changes to services or internal policies to increase affordable, accessible housing opportunities for Medicaid recipients. 

The MFP Housing Specialist must have strong written and verbal communication skills to provide training to contractors and respond to complex sensitive issues associated with older adults and persons with disabilities. This position will also provide guidance to support staff and other personnel of the Department.

MINIMUM QUALIFICATIONS

Experience: Seven years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs for the required experience.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the related field of work for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience providing case management (including tenancy supports) to persons with disabilities. 
  • Experience in Medicaid home and community-based waiver and state plan programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
