Main Purpose of Job

A full performance level law enforcement officer support position within the Department of State Police; responsible for the daily operation of the communications control center at Maryland State Police Headquarters, functioning as the Maryland Control Point, and the Tier/Level I Helpdesk support position for our Information Technology Division.

The Police Communications System Technician I performs quality control compliance work in automated law enforcement and criminal justice system operations and provides technical assistance and direction to agency communications personnel. The work of this class series is that of a quality control technician in automated police communications systems, conducting daily in house compliance checks of data base activities of all state agencies accessing the automated law enforcement and criminal justice systems. 

This position provides technical assistance to end users to resolve problems with hardware and software; receive and coordinate help desk calls of users of computers, or operating computer equipment for the purpose of data entry, word processing, data bases and other computer software and applications; assists users in accessing the computer by providing detailed instructions contained in user guides and other written guidelines; coordination of incoming calls for technical service for the Division Helpdesk, personally handling calls for service for password resets on various computer applications, email password recovery, and documentation of calls for service and remedy ticket information input into the appropriate computer network applications and data bases. 

This position also provides support, guidance and assistance to computer terminal operators, communications supervisors, administrators and sworn police officers of all Maryland law enforcement agencies in the operation of the computer-based data entry/retrieval, and message switching systems of the Criminal Justice Information Systems (CJIS), Maryland Electronic Telecommunications Enforcement Resource System (METERS), National Crime Information Center (NCIC and NCIC 2000), the National Law Enforcement Telecommunications System (NLETS) and related computer networks, to ensure daily user compliance with state and federal laws and mandates.


Provides technical support and assistance to MSP personnel involving the coordination of incoming calls for technical service for the Division Helpdesk, personally handling calls for service for password resets of the Online Data Management System (DMS), Power DMS, and Active Directory (AD), email password recovery, and documentation of calls for service into the appropriate computer network applications and data bases creating, assigning, and closing remedy tickets as appropriate.


CJIS, METERS, NCIC and NLETS related duties to include: Entry and retrieval of data into METERS/NCIC; Monitoring and processing of NCIC $8 notifications based on established guidelines; Monitoring and processing of incoming/outgoing METERS/NLETS messages from all MS and Maryland law enforcement agencies; Monitoring and processing of NLETS messages from around the nation and Canada; Processing of violations of the NCIC "Hit Confirmation" policy by Maryland law enforcement agencies; Sends METERS/NLETS messages for all divisions and units of the Maryland State Police compound.


A PCST in this position is required to provide assistance, instruction, guidance and technical support to supervisors, administrators, managers, PCO's and dispatchers.


APCST in this position may be required to train a new/junior PCO/PCST.


Other duties as assigned by supervisory or command personnel.


Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years experience performing communications services through the Maryland Electronic Telecommunications Enforcement Resource System and National Crime Information Center System.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Operations Specialist classifications or Signal Corps, Cyberspace Support, or Communications specialty codes in the communications field of work on a year-for-year basis for the required experience. 


Preferred Qualifications


1) Experience performing quality control compliance work in automated law enforcement and criminal justice systems.


2) Experience providing technical assistance to end users to resolve problems with computer hardware and software.


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The list will be used by the hiring manager to select employees.
