Main Purpose of Job

The Maryland Department of Veterans Affairs is hiring a Grants Administrator for the Maryland Veterans Trust, a 501(c)(3) non-profit organization established in Maryland statute to provide financial and other assistance directly to veterans and their families, as well as to public and private organizations that do the same. Among those we serve are veterans seeking to avoid imminent foreclosure or eviction, the repossession of their car or a shutoff of their electric service. The Grants Administrator of the Maryland Veterans Trust is a hands-on position touching every step of the grants lifecycle from application to disbursement and beyond. The successful candidate will be a proven innovator who can lead through transition, a high-integrity team member with a record of working successfully with benefits applicants, especially veterans; someone who understands the challenges facing today’s veterans; and a professional who can demonstrate experience strengthening a grants program, including implementing a grants management system.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Three years hands on experience working directly with individual grant applicants.

Three years experience working with veterans or veterans organizations

Two years experience contributing significantly to the modernization of a grants program, including the implementation of a grants management system.

Three years management experience in a 501(c)(3) nonprofit organization.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
