Main Purpose of Job

The Environmental Program Manager serves as the Chief of the Central Inspection Division and will be responsible for managing statewide programs unique to the Water Management Administration related to inspections, investigations, and sampling to determine compliance with water pollution control laws and regulations.  The Division Chief is responsible for establishing overall policies and procedures for the Compliance Program, overseeing the implementation and decisions on appropriate revisions. In addition, will also be responsible for the supervision of professional and technical staff in planning, initiating, and tracking inspections and associated compliance and enforcement activities.  The incumbent in this position establishes goals, standards, and controls to ensure that the compliance objectives are accomplished.  The incumbent plans, coordinates, supervises and evaluates the work of the District Manager and lead inspectors within the division. This position is expected to be reachable to support after-hours responses as needed. 

The Division Chief provides guidance and oversight in regards to staff  performance of inspections and the preparation of litigation packages to be used for the development of administrative orders and civil penalty assessments to address violations of general water pollution control laws and regulations pertaining to NPDES /State discharge permits for municipal and industrial facilities, sediment and erosion control, tidal/nontidal wetlands, industrial pretreatment, well and septic systems, waterway construction and dam safety.  This position includes managing sensitive and controversial compliance issues, participating in meetings with citizens and/or violators, ensuring grant commitments are met, coordinating with other programs in WMA, the Attorney General’s Office, other State agencies, EPA, and elected officials, company leaders, consultants, and the general public.  

The work sometimes involves exposure to uncomfortable or unpleasant surroundings at industrials construction sites and wastewater treatment plants. Site inspections may have to walk over rough terrain in adverse weather conditions. During site inspections at certain industrial facilities the use of personal protective equipment such as a hard hat, goggles, earplugs, safety shoes may be required.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the  Water Management field of work.

Notes:

1. Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Prior experience supervising technical and administrative personnel.
  • Strong interpersonal, leadership, planning and organizational skills.
  • Strong written and oral communication skills to engage with a wide variety of stakeholders, including permittees, environmental groups, the public, federal and local governments, and other State agencies.
  • Technical experience applying State and federal laws and regulations, such as the Clean Water Act, NPDES permits, wetlands and waterway construction, water quality and other science-based permits, laws, and regulations.
  • Experience with administrative, civil, and criminal legal processes and working with the Office of the Attorney General.
  • Experience using ETS and ETS reporting to track activities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
