POSITION DUTIES

This position serves as the adjudicator at inmate disciplinary hearings and involves applying Departmental policies and procedures as well as maintaining compliance with the Maryland Code of Administrative Regulations (COMAR). This position requires impartial “fact-finding” based on evidence presented during administrative inmate disciplinary hearings and requires that dispositions be entered based on the findings of fact.

  • Conducts, documents, and records hearings in order to make “fact-findings” in accordance with court mandates, Federal and State law, and Departmental, Agency, and Institutional directives.
  • Reviews all related forms, documentation, witness testimony, and physical evidence presented by institutional staff, interested parties, and inmates for disciplinary hearings in order to ensure expedience, continuity of hearing procedures, and time frames as outlined by court mandates, Federal and State law, and Departmental, Agency, and Institutional directives.
  • Interprets court mandates, Federal and State law, and Departmental, Agency, and Institutional directives to determine procedures utilized in administrative hearings that are consistent with due process of law. 
  • Prepares summaries of proceedings, evidence, fact-findings, rulings, and conclusions in order to substantiate the decision rendered in accordance with due process of law and court mandates, Federal and State law, and Departmental, Agency, and Institutional directives.

MINIMUM QUALIFICATIONS

Experience: Five years of experience, one year of experience counseling or supervising adult inmates in a correctional setting involving inmate compliance with institutional rules and regulations or one year of experience conducting compliance investigations or evidential hearings in a correctional setting and four additional years of experience counseling or supervising adult inmates in a correctional setting.

Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience counseling or supervising adult inmates in a correctional setting involving inmate compliance with institutional rules and regulations or one year of experience conducting compliance investigations or evidential hearings in a correctional setting for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

   Experience conducting inmate disciplinary hearings in adult correctional institutions.

   Experience of at least 1 year as a facility adjustment representative in the inmate hearing process

LIMITATIONS ON SELECTION

This recruitment is limited to current or former State of Maryland, Department of Public Safety and Correctional Services employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates in this classification will be subject to a background investigation per the Department of Public Safety and Corrections, Code of Maryland Regulations, 12.10.01.05, Background and Criminal History Investigations.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
