Main Purpose of Job

This leadership position is responsible for developing, planning and implementing a continuum of Out of Home Care Services within the department. This will involve evaluating current programs and practices, developing and clarifying policy to address the various needs of families in crisis, and determining criteria for the level of services necessary to reduce risk to children who are living with their caretakers. 

POSITION DUTIES

  • Review and analyze all DHS programs designed to deliver Out of Home Services to families, identify key components to effective models of service delivery, develop and support team of supervisors to work with Program Manager to develop a continuum of services for Out of Home Family Services within the department, identify training needs for staff, and manage the training and assimilation of professional staff to learn about, embrace and deliver the newly defined model of intervention.
  • At all times, the incumbent will provide customer service to both internal and external customers that meet or exceeds the standards set by the Department. The incumbent will cultivate a culture of inclusion for all employees that respects their individual strengths, views, and experiences. 
  • Provide clinical and administrative supervision and professional development to 5 supervisors; Two (2) Team Decision Making Facilitators; Court Liaison; and support of Anne Arundel Visitation Program  to ensure effective and successful services provided to clients and community partners involved with Out of Home Family Services.
  • Oversee and manage all current grants, contracts, and budgets for the programs within Out Home Family Services. Identify and develop proposals for competitive funding/grant opportunities in order to obtain/retain funds for services and programs that benefit county residents and are consistent with the programs’ and the department’s mission.
  • Review, monitor, and evaluate program priorities and effectiveness, develop policy and procedures, and ensure high quality of customer service and high quality outcomes in accordance with federal, state, and local laws and the federal/state Quality Assurance expectations for the program areas.
  • Compile statistics, track expenditures, identify and review goals of the programs, and gather data regularly to ensure outcome-based decision-making. 

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:  A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, five years must have been in an administrative supervisory or consultative capacity.

  • These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.
  • Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.
  • Three years of experience working in a DHS-Social Services agency.
  • One year of Foster Care experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • One year experience working with community partners.
  • One year of experience managing or overseeing a budget and tracking data.
  • One year of customer service experience in a social services agency.

Limited to current State of Maryland employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.

·       Pension - State employees earn credit towards a retirement pension.

·       Positions may be eligible for telework.
