Main Purpose of Job

This position is available within the Maryland Health Care Commission (MHCC) under the direction of the Director of the Center for Health Care Facilities Planning and Development. This position performs various duties related to health care facility planning, forecasting use or demand, and financial data to guide decisions and recommended action for health care facilities regulated by MHCC.

The position's responsibilities include:

  •  Budget and financial data analysis skills and services to include rate and volume trends, audits, P & L   statements, accounts payable and accounts receivable data, income statements, balance sheets, and cash   flow statements submitted from health care facilities. Analyze financial data to assess the strategic,   financial, or operational implications of an applicant’s request; 
  •  Develop analytic models based on financial, utilization, and demographic data to forecast future use or   demand; 
  •  Measure financial performance against financial operating plans; 
  •  Ensure assumptions used in financial data are reasonable and in line with the latest information available; 
  •  Effective verbal and written communication to communicate findings and recommendations to internal   stakeholders, Commissioners, and Commission staff; 
  •  Track new developments in health care reform that may impact financial planning; 
  •  Analytical review includes using project-derived data, Excel, and business intelligence tools; 
  •  Responsible for producing reports and information timely, accurately, and efficiently for management.

MINIMUM QUALIFICATIONS

A bachelor’s degree in health planning, business administration or accounting is required. Five years of experience in planning, finance or an analytical role within the health care sector, business administration or accounting, financial literacy skills, problem-solving skills, and data analysis skills. Experience in non-health care-related services will be considered with a demonstration that the experience is applicable to health care facility services. Understanding of health care marketplace dynamics and health care financial and operational reporting; experience with financial software; strong written and verbal communication skills; effective time management skills, including the ability to meet deadlines and handle multiple customer service demands from internal and external customers. An MBA/MS, or a master’s degree in accounting, business, economics, health policy program, or a closely related field may be substituted for two years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess knowledge of financial modeling and capital budgeting approaches used in the health care industry.
