Introduction

The Maryland State Retirement Agency is seeking a Full Stack.Net Developer to support its mission of providing excellent service to its members and staff. This position will be responsible for participating in all phases of the software development lifecycle (SDLC). They will create, extend, and maintain a range of functionality and features for web applications.

Main Purpose of Job

A State Retirement Agency (SRA) Software Engineer III is the lead or advanced level of work developing, testing, implementing, and maintaining applications and programs using generally accepted computer programming languages and supporting technologies. Employees utilize programming languages and tools to develop web applications, application programming interfaces (APIs) and data persistence in support of a variety of agency efforts. Software Engineers interact with other software and database engineers. They may also be required to collaborate with stakeholders and contributors on project activities. The SRA Software Engineer III is the subject matter expert of a single solution and supporting technologies. Employees in this classification do not supervise other positions.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for up to two years of the required experience.

2. Candidates may substitute an Associate's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field for up to one year of the required experience.

3. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for the required education.

5. Candidates may substitute U.S. Armed Forces military service experience in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

At least four years of experience:

· C#, .NET Core and/or ASP.NET

· Angular 3+

· Bootstrap, HTML and CSS

· SQL, Oracle, or other relational databases

· Xunit, MSTest, Nunit, Karama and/or Jasmine

· TFS, TFVC, Subversion and/or Git

· Agile experience

· Problem solving and analytical skills

· Communicating with stake holders and other developers

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess experience with:

· Entity Framework Core

· Service oriented architecture

· Intelligent Document Processing

· Dynamics 365 development

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with an Agency-issued cell phone.

Applicants for this classification handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant.

Employees may occasionally be required to travel to field locations (i.e., disaster recovery site) and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
