Introduction

The Canal Place Preservation and Development Authority (CPPDA) is seeking to hire a qualified engineer to serve as the CPPDA’s “Project Engineer” with respect to the River Park at Canal Place (“River Park”). The River Park is a multi-jurisdictional effort to create a whitewater park and associated streamside amenities in and along the portion of the Potomac River that runs by the City of Cumberland. The River Park will be located along the North Branch of the Potomac River in the City of Cumberland, from an estimated 0.25 miles upstream of the Blue Bridge/Cumberland Industrial Dam to an estimated 1.50 miles downstream from the Blue Bridge/Cumberland Industrial Dam. The project area runs parallel to the Chesapeake and Ohio Canal (C&O Canal) Towpath which is along the south bank of the River and borders the Army Corps flood control up and down stream. As conceptualized, the River Park project will include the development, construction, and landscaping of whitewater features, trails, green space, canoe/kayak access, a connection to the Cumberland YMCA, viewing areas, parking, murals, and fishing access to the North Branch.

One aspect of the River Park project is the planned removal of the Cumberland Industrial Dam, which currently presents an obstacle to navigation along the River. The City of Cumberland is taking ownership of the dam and will be assisting with this aspect of the project and, to that end, has engaged in a procurement to obtain the services of engineering and construction firms to evaluate, propose, and implement plans for removing the dam. Once the dam is removed, the project will involve the construction of in-stream whitewater features and other in-stream improvements.

LOCATION OF POSITION

POSITION DUTIES

The Project Engineer would serve as the CPPDA’s in-house engineer for all aspects of the River Park, from reviewing and commenting on engineering and construction plans; preparing bidding and contract documents for any engineering or construction-related procurements that the CPPDA might pursue; participating in the evaluation of any such bids received; and monitoring and inspecting any construction activities undertaken pursuant to any such procurement. The preferred candidate would have experience in planning, design, implementation, and overall project management of trail development projects, river recreational projects, water quality projects, and/or park planning. The preferred candidate will also have knowledge of the state of Maryland’s Capital Budget Facilities Program Planning as well as eMaryland Marketplace Advantage (eMMA) to write, place and review bids. Additionally, the preferred candidate will need to have the ability to work with various state of Maryland, federal, and local government agencies, i.e. Army Corp of Engineers, U.S. Fish and Wildlife Services, Maryland Department of the Environment, Maryland Department of Natural Resources, etc. The Project Engineer would not, however, be eligible to bid on any construction-related procurement that CPPDA might pursue with respect to the River Park project. The successful offeror will be required to maintain its books, records and other evidence pertaining to expenditures incurred, pursuant to the contract, in accordance with generally accepted accounting principles. These records shall be available to the CPPDA and any authorized representatives acting on behalf of the CPPDA and the State at all reasonable times during the contract period and for three (3) years thereafter.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Six years of experience as a design or project Engineer/Architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to possess and maintain a Professional Engineer or a Professional Architect registration in the State of Maryland or in a state with comparable requirements.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
