Main Purpose of Job

The main purpose of this job is to be able to accurately summarize, record, reconcile and prepare reports for MSDE Fixed Assets on a timely basis.   In addition, this position is key to FMIS accounts generation and updates, assist in revenue draws, grant reconciliations, Federal reports and audit coordination and response within Management guidelines.  

POSITION DUTIES


  • Performs Fixed Assets recording, monitoring and reporting.  Uses FMIS and WASP for Fixed Assets.   Validates Fixed Assets balances, assists in coordinating and recording purchases, movements and disposal of fixed assets; regular inventory count and prepares Annual Report of Fixed Assets.
  • Performs FMIS updates on Program Cost Accounts (PCA), Grant Control Profiles and Grant Number Profile and submissions as necessary and related updates in FMIS as needed.
  • Draw federal funds and ensure that the cash received from the draws are correct and are properly allocated to the general ledger accounts, grant and PCA.  Provide information to management to complete State and Federal reporting requirements. Ensure that draws are completed in a timely manner and in accordance with governing agreements. 
  • Provide timely reconciliations of general ledger accounts using advanced accounting knowledge and propose adjusting entries to correct errors.  Coordinate with relevant teams to recommend corrective actions for entries affecting grants.  Perform indirect cost reconciliation and reporting.  Responds to audit inquiries and requests for journal entry back-ups in line with audit requirements.  
  • Assist in the preparation of year-end close reporting and schedules including the Cash Management Information Act (CMIA) report.  Compile information for audit requests and draft responses to audit questions for review by Management.
  • Complete administrative requirements such as performance evaluation, work process documentation and attendance on meetings.
  • Draft procedure manual for accounting functions where needed.
  • Other duties as assigned by Supervisor.

MINIMUM QUALIFICATIONS


Education:
A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

  • Experience with asset management best practices
  • FMIS R*stars and ADPICS experience
  • Experience reviewing and reconciling revenue and expenditure accounts
