Main Purpose of Job

The State Treasurer’s Office (STO) is a Constitutional Office in the Executive Branch of Maryland State government. The STO IT Division supports the Maryland State Treasurer’s Office’s statutory responsibility to receipt, disburse, and reconcile moneys of the State, as defined in Article VI, Section 3, of the State Constitution. The IT Division plans, builds, programs, manages and supports all of the technology platforms that are used by the Maryland State Treasurer's Office. Currently, our agency runs in a hybrid platform architecture that includes an IBM AS400 with in-house developed programs operating in tandem with Microsoft Azure Cloud based commercially developed software, providing the agency with highly customized applications that address specific and unique needs.

POSITION DUTIES

This position serves as the IT Operations and Production Manager, providing oversight for the unique operational components of STO IT production (e.g., check processing, electronic funds transfers, and reconciliation reporting for the State). This position is the business liaison between STO IT operations and 1) the different divisions in STO utilizing specialized IT services, 2) other Maryland agencies with MOUs for specialized IT financial services, and 3) contracted banks and external financial institutions with proprietary systems, all doing business with the State of Maryland.  The incumbent supervises operations activities for the State Treasurer’s Office payment and receipt systems, and works closely with the Treasury Management division in the overall bank-to-book reconciliation of the State’s cash. The incumbent must be able to analyze and resolve exception processing situations with sound knowledge and interpretative judgment for both acute and long term issues. The incumbent collaborates with application subject matter experts to implement change management and quality assurance tasks related to IBM and Microsoft platforms, as well as other production systems utilized. The incumbent participates in strategy and implementation planning connected to the Division’s 5-year Plan in order to leverage technology changes to improve efficiency and effectiveness of the STO’s critical operations and core obligations.

This position supervises in-house operations staff and supports contractors with wide-ranging knowledge in data multi-file transfer, and processing concepts and tools such as D365 CRM and F&O Modules, SharePoint, and PowerBI, ensuring the availability, reliability and efficiency of IT production systems.

DESIRED OR PREFERRED QUALIFICATIONS

This is an at-will Management Service position which serves at the pleasure of the Maryland State Treasurer.

Ideal candidates should be able to show demonstrated ability to communicate with various audiences at different levels of technical understanding; and demonstrated ability to establish and maintain effective working relationships with management, IT colleagues, end-users, vendors, and vested external partners.  Applicants should be prepared for a challenging role that will support effective visionary solutions needed to keep IT systems consistent with cutting-edge technology in the financial arena.

Ideal qualifications include:

  • Bachelor’s degree from an accredited college or university in Information Systems Management or other related field
  • Relative experience in data management, system administration and/or enterprise application management
  • Experience working in or supporting a production environment, especially those dealing with financial transactions or financial operations; leading projects; and collaborating with business peers.

Preferred qualifications for this role include

  • Technical expertise or working knowledge of Microsoft Dynamics 365 CRM and/or F&O modules
  • Experience with financial applications and file formats, including BAI files, AFP codes and EDI files
  • Familiarity with IBM i5 or other midrange database systems
  • Experience with data migration and change management
  • Experience exercising appropriate judgment and managing multiple projects or priorities in a demanding structured environment
  • IT Experience supporting a Treasury Department, Commercial Bank Operations, or Corporate Accounting Department
