Main Purpose of Job

The Coordinator of Special Programs Health Services I is responsible for the implementation of the Talbot County Early Head Start/Family Support Center’s developmentally appropriate early care and education program for infants and toddlers birth to age three. This position ensures that the program is operating in accordance with federal performance standards, childcare licensing regulations and meets the health and safety policies of the Talbot County Health Department. The Child Development Coordinator supports the mission of Talbot County Early Head Start and the Talbot County Health Department to nurture children, empower parents, and strengthen families by ensuring comprehensive, year-round early childhood and family development services to qualified families. The Child Development Coordinator supports teachers to be able to provide exceptional caregiving and physical, emotional and learning support to all children, including those with special needs.

Positions in this classification may be grant funded. This grant funded position requires the following qualifications: Bachelor’s degree in Early Childhood Education, Child Development, or related field Classroom experience, working with children birth through three years of age required. Minimum of one year supervisory experience required.


Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work in a health care setting.


1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.


The desired candidate should possess the following:
- Bachelor’s degree in Early Childhood Education, Child Development, or related field.
- Maryland Child Care Credential Staff Credential of level four or higher.
- Knowledge of Head Start performance standards.
- Classroom experience, working with children birth through three years of age.
- One year supervisory experience.

For education obtained outside the U.S., any job offer will be contingent on the candidate providing an evaluation for equivalency by a foreign credential evaluation service prior to starting employment (and may be requested prior to interview).

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
