POSITION DUTIES

Rare opportunity to join a new division on the ground floor: Work for the Legal Division of the Office of the Comptroller of Maryland. The Comptroller acts as the elected chief financial officer of the State of Maryland. It sees every dollar into the state, and every dollar out. There is no other statewide elected financial officer like it in the country in terms of the breadth of its duties. 

This position provides professional legal analysis and application of State and federal tax laws to the Agency. Duties include research, analysis, and response to taxpayer inquiries on law and Comptroller processes; creation of public and internal guidance on all aspects of Maryland tax law; analysis of potential and pending legislation; advising the agency on the development of tax forms; and support of Comptroller strategic initiatives.

MINIMUM QUALIFICATIONS

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in judge advocate classification or judge advocate specialty codes in the tax law specialist field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in tax and/or accounting.
  • Experience with government law and administrative law.
  • Excellent research and writing skills. 
  • LLM/Masters in Taxation

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Admission to the Bar of a US State or Territory or the District of Columbia.
  2. Admission to the Maryland Bar within six (6) months of employment.
  3. Certificate of Good Standing from the Maryland Court of Appeals upon admission to the Maryland Bar.
  4. Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. Approval of your application will be based on a review of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
