Main Purpose of Job

The main purpose of this position is to provide the full performance level of forensic psychiatric services primarily to members of the adult patient population who are referred by the courts to Eastern Shore Hospital Center (ESHC) and/or who are hospitalized at ESHC for treatment, evaluation, and/or competency restoration services. This includes providing direction, instruction, and supervision to members of the Department of Forensic Services including Forensic Evaluator Psychologists, Forensic Evaluator Psychiatrists, Forensic Coordinators (pre-trial and post-trial), and Administrative Support staff.

This position will maintain clinical, and forensics related privileges at ESHC, and will provide clinical, evaluative, and performance-based supervision and education to clinicians, colleagues, and at times, various agents of the courts. This position will be experienced with and provide psychiatric and evaluative services to a court involved patient and/or evaluate a population that is predominantly hospitalized at a 24/7 in-patient facility. On a limited basis, this position will also provide similar services on an outpatient basis to forensically involved individuals currently residing in detention or in the community. This position will interface with and represent ESHC before agents of the courts including attorneys, judges, counsel, and professional consultants. This position will chair and administer ESHC’s forensic review board, which provides primary recommendations as to suitability of not criminally responsible patients for discharge in the community with or without conditions of release. 

In this capacity, this position will also assist in managing or consulting in clinical matters for ESHC patients where there may be relevant forensic psychiatric considerations (pertaining to treatment planning, treatment above objective, disposition planning, legal status determinations, special/unique circumstances). This position will perform a variety of forensic psychiatric evaluations, including competency to stand trial, criminal responsibility, diagnostic assessments (for instance, verify neurocognitive impairment or to rule-out feigning), and violence risk/dangerousness evaluations. This position will also be required to routinely provide prepared reports as to their findings, as well as testimony in various types of court proceedings (such as criminal and administrative law hearings) relating to their assigned forensic cases, or potentially other matters in which they are called upon to consult or to provide testimony. In addition, this position will provide education and supervision to trainees across various disciplines at the hospital, in various capacities. Additionally, this position may be called upon to chair or participate in other committees at the hospital, consult with sister agencies within Maryland Department of Health (MDH), and provide continuing education and/or instruction to non-MDH professional organizations with which the hospital routinely interfaces (e.g. Judicial College of Maryland).

MINIMUM QUALIFICATIONS

Education:      Determined by the Maryland State Board of Physicians under the licensing requirements for Physicians.

Experience:    As required for certification in Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with training in Forensic Psychiatry
  • Experience performing forensic evaluations
  • Experience performing court appearances

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Applicants for this classification must be board certified in Psychiatry by the American Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians.

2. Applicants for this classification must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
