POSITION DUTIES

The Maryland Police and Correctional Training Commissions (MPCTC) is seeking a Senior Instructor to join the Leadership Development Institute at the Public Safety Education and Training Center in Sykesville, MD. This pivotal role is responsible for the strategic oversight, design, and delivery of high-impact training programs that shape the future of Maryland’s public safety leaders. This position will ensure all curricula, including mandated First Line Administrator and First Line Supervisor programs, meet the standards of the Code of Maryland Regulations (COMAR) for police and correctional professionals. The position will be responsible for leading the transition from classroom theory to operational leadership, facilitating both in-person and hybrid learning environments to empower the next generation of law enforcement and correctional professionals.

Key Responsibilities:
  • Curriculum Innovation and Teaching: Develop, revise, and implement lesson plans, training materials, practical scenarios, and assessments tailored to executive and supervisory leadership, and relevant training programs.  Facilitate and deliver both in-person and hybrid training and workshops to ensure learning objectives are met and participant engagement.  
  • Strategic Oversight: Manage training schedules and collaborate with external trainers or vendors to ensure resource efficiency and instructional quality.  Maintain comprehensive and accurate records of training activities and participant progress.
  • Regulatory Compliance: Ensure all programs and training initiatives meet COMAR standards and educational integrity.  
  • Mentorship & Collaboration: Provide technical assistance and instructional support across MPCTC units to foster a cohesive, state-wide approach to public safety training.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university. 

Experience: Four years of experience in administrative or professional work.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

1. A minimum of two (2) years of experience as a First Line Supervisor or First Line Administrator in the law enforcement or correctional field.

 

2. A minimum of three (3) years of experience in the development, coordination, and delivery of COMAR-mandated programs, specifically First Line Administrator, First Line Supervisor, and Basic Instructor courses within a law enforcement, correctional, or criminal justice environment.

 

3. Possession of a current MPCTC Instructor Certification, or the ability to obtain certification within six (6) months of hire.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Demonstrated success in planning, organizing, and implementing large-scale training initiatives for public safety agencies.


2. Proficiency in the systematic revision and quality control of curricula to meet evolving professional standards.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
