Main Purpose of Job

The Floating Programming Librarian designs, coordinates, and personally delivers educational and literacy-based library programming across multiple correctional facility libraries within the Central Region. The position expands access to high-quality library programming by providing consistent program delivery, instructional engagement, and literacy support during afternoon and evening hours when programming and library access opportunities are limited. Working in collaboration with facility librarians and Correctional Education leadership, the Floating Programming Librarian develops and facilitates programs that support literacy, education, personal development, and successful community reentry for incarcerated individuals. Programs are delivered in alignment with Correctional Education policies and the American Library Association (ALA) Standards for Library Services for the Incarcerated and Detained. The position also provides evening library services that increase access to library resources and support patron engagement across participating facilities.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Designs, prepares, and personally facilitates structures library programs that support literarcy, education, personal development, and reentry preparation. 
  • Deliver programs consistently across assigned facilities and reflect instructional planning, clear learning objectives, and measurable participation.
  • Attract library patrons and increase participation in library services.
  • Expands library usage, promoting reading engagement, and supporting Correctional Education initiatives.
  • Ensure alignment with institutional schedules, security requirements, and educational programming needs across participating libraries.
  • Ensure patrons receive timely, professional assistance with accessing library materials, information resources, and program opportunities.

MINIMUM QUALIFICATIONS

Education  Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience providing library services in public, academic, or institutional libraries.
2. Experience working with adult learners or underserved populations.
3. Experience planning and facilitating education programming.
4. Experience working in secure or institutional environments.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Librarians in State operated school programs are required to acquire and maintain certification in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2).  Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
