Introduction
You could be the next leader of the Maryland ABLE
savings and investment plan for people with disabilities.
The Maryland Achieving a Better Life Experience (ABLE) is
one of three plans included in the Maryland 529 division of the Maryland State
Treasurer’s Office. This plan provides the opportunity for people with
qualifying disabilities to invest and save for their current needs and the
future without jeopardizing critical state and federal benefits. Maryland’s plan is also a part of the
national ABLE Savings Plan Network (ASPN), a network of the National
Association of State Treasurer’s (NAST) Vestwell State Savings, LLC, is a
third-party vendor that provides record keeping, customer service, and
investment management for the program.
This program is operated under the direction of the Deputy Treasurer for
Maryland529 in conjunction with oversight by the Maryland State Treasurer and
Chief Deputy Treasurer. The Maryland ABLE Program Manager is a Management
Service position within the Maryland personnel system. This position is
currently located in Baltimore City but in the future will be relocated to 80
Calvert Street, Annapolis, MD 21401 in the Goldstein Treasury Building.

Main Purpose of Job
The incumbent is
responsible for the development and ongoing management of the Maryland ABLE
program. This includes creating the Program’s
overall strategic and operating plans through development and monitoring of the
program’s budget, database development and program data analysis,
outreach and partner development, collaboration
with and monitoring contracted program manager(s), engaging with other state
ABLE plans through the ASPN network, and work with state and federal government
officials to develop and implement new laws and regulations governing the
program..
Responsibilities
include:
- Designs and develop features and enhancements to the
Maryland ABLE program to ensure that the State offers a nationally
competitive, cost-effective ABLE plan that meets the needs of the
disability community.
- Collaborates with the Deputy Treasurer for Maryland
529 to establish overall Program goals, aligned with standards as defined
by State Treasurer's Office. Establishes short and long-range strategic
plans for the Maryland ABLE Program.
- Supervises Maryland ABLE staff to support outcomes
for the Program.
- Plans, organizes, directs, and controls all operations of Maryland ABLE program. This oversight covers a broad scope of duties and requires the incumbent to maintain an intimate knowledge of all functions of the program including procurement; accounting and budgeting; marketing, contractual relationships; state and federal benefits programs used by people with disabilities; and laws and regulations governing ABLE programs.
- Leads the relationship between the contracted Program
Manager and the ABLE Program staff and account holders by assessing
performance according to its contract with State Treasurer's Office.
- Communicates
with the Deputy Treasurer for Maryland 529 regarding the performance of
the Program and works with all parties on continuous improvement and
resolution of problems and deficiencies.
- Participates in annual budgeting process and provides
short- and long-term revenue projections.
- Oversee the communications marketing, strategic
development, and execution of the Maryland ABLE Program.
- Conducts and oversees public outreach for the Maryland ABLE Program through presentations, consultation, expo and conference participation.
- Oversee the development and advocacy of State legislation to continue to enhance the Maryland ABLE Program and align with changes to federal law and regulations. Along with the Deputy Treasurer for Maryland 529 and State Treasurer's Office, serves as a primary advocate for state and federal legislative enhancements and all other legislative matters related to the ABLE Program under the guidance of the Maryland Treasurer's Legislative Deputy Treasurer.
DESIRED OR PREFERRED QUALIFICATIONS
QUALIFICATIONS:
The ideal candidate will have a bachelor’s degree in a relatable field, as well as a minimum of 5-7 years of progressive management experience in the disability field. In addition, the following competencies will add to overall candidate consideration.
Proven experience in disability
field with strong management background; experience working with budgets for a
program or company.
Knowledge of ABLE programs
purpose and features.
Knowledge of state and
federal assistance programs such as Social Security Income (SSI), Social
Security Disability Insurance (SSDI), Medicaid, SNAP, and HUD.
Proven experience in public
speaking and giving presentations to groups such as government or elected
officials, corporate boards, community leaders, sponsors and/or other key
stakeholder groups.
Proven ability to work
effectively as a team member and leader, and in creating a positive workplace
environment and culture.
Proven ability to work
independently, apply and interpret laws, policies and procedures and use of
good judgment in evaluating and making decisions.
Proven ability to
effectively prioritize tasks, estimate time frames, meet deadlines, plan and
use available resources, and coordinate work assignments with others.
Proven experience in
working for and with a Senior Management Team.
Proven experience in
contract management.
Proven ability to
communicate effectively and maintain a courteous, professional demeanor toward
the public and employees.
Knowledge of principles and
processes for providing customer and personal services including needs
assessment techniques, quality service standards, alternative delivery systems
and customer satisfaction evaluation techniques.
SPECIAL REQUIREMENTS
SPECIAL
REQUIREMENTS: Employees in this classification may be assigned
duties which require the operation of a motor vehicle. Employees assigned such
duties will be required to possess a motor vehicle operator's license valid in
the State of Maryland. Candidates will be subject to a background investigation
to include credit and criminal history.
Candidates must be willing to work onsite in the Annapolis area
(Baltimore during onboarding period).
