This is a position specific recruitment limited to current employees in the Treasury Management Division of the Maryland State Treasurer’s Office.

 

As outlined in the Constitution of Maryland and State Finance & Procurement law, the State Treasurer is responsible in part for the overall management of State funds, including receipt, safeguarding, investment and disbursement of State monies.  As such, the Office retains authority over services made in agreement between the State Treasurer and financial institutions, these responsibilities being assigned to the Treasury Management Division of the Office.  The banking related responsibilities are carried out through the strategic structuring of three separate units, each with its own focus. The Banking Operations Unit is responsible for general matters tied to the systems involved in carrying out the daily duties and responsibilities of the banking division, optimizing streamlined methodologies and integrating safe and secure practices.  Internal scope includes oversight for the administration and integrity of banking systems and platforms utilized or offered by the division, transmission processing of bank related files moving money into and out of State accounts. External scope includes oversight for education and outreach to State agencies obligated to follow treasury control policy, and audit and compliance in accordance with established banking contracts and State finance law.

Main Purpose of Job

This position leads the Banking Operations Unit.  The incumbent provides production and operations related guidance for banking staff, coordinates work in the unit for the successful transmission of payment files and reports, and oversees quality control of payment processing systems.  Working in tandem with an IT project team, the incumbent leads process improvement initiatives through upgrades and enhancements to processing systems, and coordinates user acceptance testing (UAT) with banking staff. The incumbent is the primary designated liaison with STO IT for banking related tasks using technology, and the key liaison for education and notifications to all agencies regarding best practices and changes in banking processes. 

Because of the role this position serves as lead and liaison, the ability to communicate effectively and professionally with varying audience levels is essential.  The Treasury Professional Lead/Advanced classification is an advanced level of professional work with responsibility to train, assign, review and approve work.  Continued promotional growth opportunity is possible within this classification series as aligned with agency needs.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in business administration, office management, finance, accounting, economics, or related field.

Notes:

1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military  service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

  • Two of the required four years of experience must be specifically performing administrative functions in banking services, banking account management, or professional duties a banking related field. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience assigning and reviewing work of other employees
  • Experience auditing procedures and practices for compliance  
  • Experience analyzing data in order to develop business solutions, and interpreting business needs for technical specialists to execute
  • Experience leading a project or initiative
  • Experience with presentations and training for business patrons, especially involving new or transitional processes
  • Experience with well-poised outreach to leadership stakeholders in order to achieve goals through means other than direct authority
  • Experience with business software enhancements
  • Proficiency in Microsoft Excel functionality and data manipulation

LIMITATIONS ON SELECTION

This recruitment is limited to State Treasurer’s Office, Treasury Management division employees only.  

Applicants must be willing to work in the Annapolis area.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates may be subject to an updated background investigation of credit and criminal history.

SELECTION PROCESS

Applicants who meet the minimum and selective qualifications will be admitted to examination for this classification.  Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
