Main Purpose of Job
The main purpose of the job is
to screen every firearm related case for Federal, State, County and local law enforcement
agencies to ensure that the investigation is complete, the defendant is
properly charged, the prosecutor is prepared to aggressively prosecute the
matter and the defendant is held accountable for his/her actions.
POSITION DUTIES
Answer calls, emails,
and other correspondence concerning gun offenders and gun crimes.
Query, interpret and
apply a wide variety of databases to include:

Create, update,
search, track and maintain unit database and other records, ledgers, and files.
Identify firearms such as handguns (pistols and revolvers),
regulated firearms, shotguns, rifles, short barreled shotguns, short barreled
rifles, machine guns, assault pistols, assault weapons, silencers, etc. as
those terms are defined in state and federal law.
Identify violations of
state and federal firearms laws, recommend appropriate criminal (firearm)
charges, ensure, and guide any needed follow up, make necessary notifications
to different municipal, county, state and federal law enforcement officials and
other interested/involved parties such as but not limited to Prosecutors and
Community Supervision formerly Parole and Probation.
Quality Control 10% of
Maryland Gun Center cases.
Trace firearms through
the Maryland Automated Firearms Services System and/or the ATF eTrace system
and track crime guns to ensure proper disposition.
Provide immediate guidance on all cases
involving the unlawful possession of a firearm/ammunition, unlawful transfer of
a firearm, straw purchase, the use of a firearm in the commission of a crime of
violence or a felony, unlawful wear, carry and transport of handgun, drug
crimes involving firearms, domestic violence involving firearms, Extreme Risk
Protective Orders involving firearms, Child access to firearms, etc.
Other task and assignments as needed.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited
high school or possession of a high school equivalency certificate.
Experience: Four years of
administrative staff or professional work.
Notes:
1. Candidates may substitute 30
college credit hours from an accredited college or university for each year up
to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an
accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree from an
accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a
commissioned officer involving staff work related to the administration of
rules, regulations, policy, procedures and processes, or overseeing or
coordinating unit operations or functioning as a staff assistant to a
higher-ranking commissioned officer on a year-for- year basis for the required
experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following
preferred qualifications. It is important that you include clear and specific
information on your application regarding your qualifications.
Preferred Qualifications:
1. Knowledge and experience in State of Maryland and Federal Firearms Regulations and Laws.
2. Experience utilizing Criminal History Databases and Law Enforcement Sensitive Resources nationwide.
3. Prior law enforcement experience at the Federal, State, County or local levels of government.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with Section 2-204(b)(6) of the Public Safety
Article, Candidates for position in this classification will be subject to an
initial drug screening and a complete criminal background investigation to
include a polygraph examination before permanent appointment can be made. A
criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
The selection process for this recruitment will involve a rating
of the training and experience provided on the application. Applicants who meet
the minimum qualifications will be placed on an eligible list in the BEST
QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by
the hiring manager to select the individual to fill this vacancy. The list will
be valid for one year.
EXAMINATION PROCESS
The examination will consist of a rating of your education,
training and experience related to the requirements of the position. You may be
required to complete a qualifications supplement, or the rating may be based on
your application. Report all experience and education that is related to this
position. Applicants may be given a physical examination and will be subject to
an interview, background investigation, polygraph examination and substance abuse
testing.
