Introduction
Maryland’s
Family and Medical Leave Insurance (FAMLI) program ensures all workers in
Maryland have paid time off for medical and family reasons. FAMLI is a social
insurance system covering 2.6 million workers and 180,000 employers, delivered
as a digitally native, public-facing service. We’re in the early stages of
building something as big and as far-reaching as unemployment insurance or a
new health department.
The
Deputy Assistant Secretary is the most senior executive leader of the Family
and Medical Leave Insurance (FAMLI) Division of the Maryland Department of
Labor (MDOL), working under the direction of the Assistant Secretary for FAMLI
and Deputy Secretary of Modernization.
You
should be comfortable working in a startup environment where you think
independently and operate with a high degree of autonomy. We’re looking for
self-starters who are skilled at driving projects forward while communicating
and collaborating closely on teams.

Main Purpose of Job
Deputy Assistant Secretary is the senior most staff member of the Assistant Secretary for the Division of Family Medical Leave Insurance. Responsible for directing programs within the division that have a broad scope and major impact on agency missions and operations. The Deputy provides leadership on methods, procedures, management, and technical matters to FAMLI senior staff members and other managers with the Department and consults with the Assistant Secretary regarding program objectives and standards. Represents and fulfills the responsibilities of the Assistant Secretary in his/her absence as required
POSITION DUTIES
Duties of this position include but are not limited to:
- Directly supervises specific areas of program operations depending on the specific skillset of the applicant. Areas could include: Customer Services (Claims Administration, Employer Contributions, Customer Care), Strategic Planning, Operational Planning, Financial Services, Program Integrity, Digital Services, Policy and Public Engagement, Performance Management / Business Intelligence, Training, and Quality Assurance units.
- Assists the Assistant Secretary in providing oversight for FAMLI’s strategic planning, ensuring alignment with MDOL executive needs and public engagement. Provides guidance on methods, procedures, management, policy, and technical matters to FAMLI senior staff members and other managers with the Division, and consults with the Assistant Secretary regarding program objectives and standards.
- Oversees initiatives for implementation and continuous improvement of FAMLI programs and processes.
- Manages and leads staff to ensure successful implementation and sustainability of FAMLI technical platform and program.
- In the absence of the Assistant Secretary, the Deputy represents the Assistant Secretary in overseeing all functions of FAMLI, including (but not limited to) employer contributions, benefits, overpayments, digital services, finance, internal security, communications, policy, employee training and development, and facilities.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
Experience:
- Applicants must possess a minimum of ten(10) years of professional-level experience managing programs or operations within a complex organizational framework.
- A minimum of two(2) years from this period must have involved direct supervision of personnel.
- A minimum of two(2) years from this period must have involved the application of regulatory frameworks, or the development of organizational policies and procedures.
DESIRED OR PREFERRED QUALIFICATIONS
Experience in a public or private
setting focused on eligibility determination for human services, insurance
claims administration, or fraud investigation initiatives.
Experience
in leading new government programs and leading organization-wide initiatives.
Strong
verbal and written communication skills for handling complex information
SPECIAL REQUIREMENTS
All candidates are
subject to a background check against files maintained by the Division of
Unemployment Insurance (Labor/DUI) to determine whether any monies are owed
to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any
unpaid debt may have an impact on whether or not a candidate is offered
employment.
