Main Purpose of Job

This position oversees and directs all administrative, operational, and programmatic functions of the Fiscal Services Administration, Cost Accounting and Reimbursements Division, and the General Accounting Division, providing financial stewardship for all financial operations within the Maryland Department of Health's five administrations (Operations, Public Health Services, Behavioral Health Administration, Developmental Disabilities Administration, and the Healthcare Financing/Medicaid Administration). Financial operations include but are not limited to: accounting, finance/budgetary projections, auditing, procurement, expenditure control and monitoring, resource and personnel allocation, and program cost analysis.

The position oversees the operations of the department's Office of Finance, the central office for coordinating and setting processes and policies for all financial functions. 

The Fiscal Services Administration has the responsibility to provide fiscal support services and oversight to assure accountability, promptness, responsiveness, and fairness in the application of MDH or State regulations and policies.

The Division of Cost Accounting and Reimbursement is responsible for billing and collecting the cost of inpatient and outpatient services provided at facilities operated by the Maryland Department of Health, including fee coordination activities for community services, preparation of the Department's indirect cost report, preparation of hospital cost reports, and audit settlement for human services providers.

The General Accounting Division oversees all units within Accounting, Grants and Local Health Accounting and FMIS Coordination Divisions responsibilities of the units under this directorate include ensuring implementation and support of FMIS functions, preparation of accurate and timely financial information.

MINIMUM QUALIFICATIONS

Qualified candidates should possess a master's degree from an accredited college or university in business administration, finance or related field and ten years of fiscal administration, budgetary, or fiscal professional experience, three years of which at a supervisory or management level.  

A bachelor's degree from an accredited college or university in business administration, finance or related field and 4 additional years of experience may substitute for the master's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Prior experience serving as a CFO or Deputy CFO at a state government agency.  Prior experience in comparable areas in the private or non-profit sector will be considered.
  • Experience overseeing revenue generating activities, including billing and accounts payable and receivable.
