The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

This position serves as the Deputy CFO who is responsible for the direct oversight of Division of Financial Services Directors responsible for Accounting, Budget, Payroll, Regional Fiscal Operations to include Inmate Accounts and other various Fiscal operational support functions in a 24/7 public safety and corrections environment.
The Deputy CFO executes workforce priorities established by the CFO and ensures consistent, compliant, and timely delivery of Fiscal services across DPSCS institutions, community supervision operations, and headquarters units statewide.

This position serves as the acting authority in the absence of the CFO and must demonstrate executive presence, sound judgment, and the ability to maintain trusted stakeholder relationships with executive leadership, appointing authorities, and institutional leadership. Additional key responsibilities include:
Executive Management of Fiscal Directors

· Directly supervise and performance-manage Fiscal Directors leading budget management, general accounting, payroll, and regional fiscal operational support units.

· Establish execution priorities, service expectations, and operational performance standards.

· Hold Directors accountable for workforce service delivery, compliance, and operational outcomes.

· Identify and escalate systemic risks or compliance concerns to the CFO.

Recruitment & Talent Acquisition

· Oversee Director-led recruitment and hiring operations for the Division of Financial Services non-mandated positions.

· Coordinate with Headquarters and Regional operational partners to meet staffing demands.

Financial Operational Execution & Performance Cycle Oversight

· Oversee Director-led Fiscal operational support functions including timekeeping, leave administration, employment verification, and performance cycle execution.

· Ensure service quality, responsiveness, and compliance across operational Fiscal units.

· Address delivery gaps and implement corrective action where necessary.

Leadership Coordination & Reporting

· Respond to legislative fiscal impact requests.

· Respond to audit corrective action status requests.

· Consolidate workforce execution reporting.

· Provide executive-level updates, performance insights, and risk indicators to the CFO.

· Support operational continuous improvement initiatives.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university. 

Experience: Ten (10) years of progressive, professional Fiscal experience to include at least five (5) years of supervisory or managerial experience involving oversight of fiscal year end closing activities and/or budget monitoring and submission activities for governmental or not for profit entities.

Notes: 

1. Candidates may substitute the possession of a master's degree from an accredited college or university in the fields of Business Administration or Accounting for 2 years of experience.

2. Candidates may substitute the possession of certified professional accountant license for 2 years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference may be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

· 5 years of previous experience working within a state or large public-sector (at least 1,000 employee) financial environment.

· 5 year of experience leading financial operations in a large, complex, and regulated organization.

· 5 years of experience serving in an acting executive capacity or reporting directly to a CFO or agency head.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
