Work that Matters.  The Maryland Department of Housing and Community Development (DHCD) is a nationally-recognized thought leader in bold and transformative approaches to housing development and community revitalization.  Within DHCD, the Division of Policy, Strategy, & Research (DPSR) works to develop innovative housing policies using data, empirical research, and best practices from the fields of housing and community development.  DPSR also supports strategic planning and special initiatives for the agency, including especially efforts to address Maryland's housing affordability crisis.

DHCD is looking to immediately hire a qualified Director, Office of Data Analytics, Metrics and Compliance within the Division of Policy, Strategy, and Research.  The Director of the office of Research leads the unit at the agency that is responsible for preparing and submitting the majority of required reporting to HUD (Housing and Urban Development), Treasury, and the Maryland General Assembly, as well as a wide range of reports and deliverables for internal and external stakeholders, such as maps of DHCD investments, housing needs assessments, investment impact analyses, housing market analyses, and supporting materials for state budget processes.

This position offers a salary range of $118,937 - $143,890/year, with potential for advancement up to $185,523 based on qualifications, equity, and hiring guidelines.  Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $143,890/year.

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

The Director is responsible for supervising a team of five staff, including one Deputy Director. Collectively, the team is responsible for identifying and advising on data integrity issues as well as participating in compliance processes for external funders, especially federal agencies like HUD, EPA, HHS, and Treasury. The Director will make extensive use of internal Access and SQL databases, manipulate complex datasets, conduct statistical analyses, and advise on database development and maintenance.

The Office of Research & Compliance is also responsible for maintaining and evolving DHCD’s Housing Indicators & Visualization Engine (HIVE), which is the performance management framework for the entire agency. The HIVE Dashboard uses PowerBI and several feeder systems to visualize outcomes and trends from across every team and division at DHCD, including data related to metrics with external sources, such as Census and housing market data.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Public Policy, Urban Planning, Economics, Sociology, Data Science, Public Administration, or a closely related field from an accredited university. 

Experience: Seven years of professional experience in research, data analytics, compliance, performance management, or program evaluation within a public sector, quasi-governmental, or highly regulated environment, including three years of supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Data Analytics and Management experience (ex: Experience leveraging data to inform policy, investment decisions, and organizational performance, Hands-on or managerial experience with business intelligence and data visualization tools, preferably PowerBI (or a similar tool such as Tableau), experience with integrating multiple data sources, including external datasets (e.g., Census, housing market data, experience running statistical analyses and using statistical programs and languages (i.e. R, SPSS, Stata) to forecast socioeconomic trends).
  • Data Operations and Administration experience (ex: Experience working with SQL databases, experience with Access, proficiency with Microsoft Office Suite; advanced Excel skills, and experience working with data governance, data quality assurance, and continuous improvement frameworks).
  • Reporting and Compliance experience (ex: Experience preparing, reviewing, or overseeing complex reports and deliverables, for federal agencies (e.g., HUD, Treasury, EPA, HHS) and/or legislative bodies, experience and working knowledge with federal and state compliance requirements, data integrity standards, and audit-readiness practices).
  • Strategic and analytical experience (ex: Experience providing strong quantitative and qualitative analytical skills, with the ability to translate complex data into clear, actionable insights for executive leadership, policymakers, and external stakeholders, experience producing high-stakes reports and briefing materials, including long-format publication with citations at academic standards, setting strategic direction, prioritize competing demands, and drive outcomes in a deadline-driven environment, and building collaborative partnerships across divisions, with external agencies, and with diverse stakeholders).
