Main Purpose of Job

The Chief Financial Officer directs and executes the administrative and fiscal operations of the Department of Social and Economic Mobility (DoSEM). This role oversees budgeting, financial management, procurement, contracts, and administrative functions for the Executive units of the Department to ensure efficient operations and compliance with applicable laws and policies. Serving as a strategic partner to the Department’s leadership, the Administrative Director strengthens internal processes, supervises administrative staff, and coordinates with internal and external stakeholders to support its mission and responsible stewardship of public resources. The incumbent will manage the development and administration of all aspects of the budget and financial analysis of DoSEM.

POSITION DUTIES

Strategic Budget Development & Financial Management

Direct the comprehensive development, administration, and execution of the agency's annual budget. Analyze financial trends, project expenditures, and create formal budget documents including deficiencies, supplementals, and budget amendments—to align spending plans with agency objectives and Governor-level priorities.

Executive Fiscal Oversight & Compliance

Oversee all departmental fiscal operations, ensuring strict compliance with State regulations and GAAP standards. Review and approve complex financial transactions posted to agency ledgers, authorize the release of transactions to fiscal control agencies, and direct the annual fiscal year-end closeout.

Strategic Leadership & Executive Advisory

Serve as a primary financial advisor to the Secretary, Chief of Staff, and other executive leadership. Translate complex fiscal data into strategic recommendations regarding internal policies, operational efficiencies, budgetary reallocations, and public resource stewardship.

Cross-Agency Liaison & High-Level Interfacing

Act as the agency's primary representative to external fiscal control bodies, including the Department of Budget and Management (DBM), the Department of Legislative Services, and the Comptroller of Maryland. Lead agency attendance at DBM budget meetings to defend operating changes and convey critical financial reporting.

Procurement Oversight & Divisional Management

Provide high-level oversight of procurement activities, ensuring all purchasing documentation adheres to State regulations. Coordinate critical procurement actions between Information Technology, agency leadership, and the Chief of Staff, while providing managerial supervision, training, and performance direction to administrative and fiscal staff.

MINIMUM QUALIFICATIONS

Education:

Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a closely related field.


Experience: Ten (10) years of professional experience in financial management, public budgeting, or fiscal operations management. Two (2) years of this experience must have included direct supervisory or managerial responsibility over technical, professional, or administrative staff.

Two (2) years of this experience must have been performed within a government agency (State, federal, or local) or a complex public-sector environment, which must have included developing budget submissions, managing year-end fiscal closeouts, and interpreting/applying government procurement or fiscal regulations.

 

Note: All experience requirements may be gained concurrently within the total five-year window.

1. Advanced State of Maryland Fiscal & Budgetary System Experience

Do you have at least three (3) years of professional experience utilizing State of Maryland financial and budgetary control systems (such as FMIS/RSTARS or equivalent agency fiscal control accounting systems) to create budget amendments, deficiencies, and supplemental budget documents. 2. High-Level Executive Advisory & Procurement Coordination Experience

Do you have at least two (2) years of experience analyzing agency spending plans to advise executive leadership (e.g., Cabinet-level Secretaries or Chiefs of Staff) on financial matters, alongside direct experience coordinating complex procurement processes and verifying funds availability.
