Main Purpose of Job

The purpose of this senior management position is to support and execute the mission of the Maryland Department of Labor and advance the strategic goals of the Division of Unemployment Insurance (DUI). Serving as a key member of the Division’s executive leadership team, this position provides high-level policy leadership and strategic advice to the Director of UI Policy, the Assistant Secretary, and the Deputy Assistant Secretaries regarding complex State and federal legislation, regulations, and policy initiatives.

This position leads Division-wide policy development and implementation efforts related to reemployment, employer taxation, benefits administration, and internal operational policies directs federal reporting, grant development, and compliance activities; and oversees the development of performance metrics and operational process analyses to support data-driven decision-making. The position plays a critical role in planning, coordinating, and advancing Division strategies required by statute, regulation, executive order, and departmental priorities, ensuring the efficient, compliant, and effective delivery of Unemployment Insurance services to the citizens of Maryland. The position reports to the Director of Policy and exercises managerial authority over the UI Policy team.

POSITION DUTIES

Duties of this position include, but are not limited to:

As the Deputy Director, this role leads and directs the day-to-day operations of the Unemployment Insurance (UI) Policy and Planning and Legal Services functions, ensuring full compliance with regulations set forth by the U.S. Department of Labor and Maryland State laws to ensure the agencies goals are obtained. 

Provide oversight in the following activities for the UI Policy Team: 

  • UI Management Model Standards 
  •  Administration 
  •  Internal Policy and Strategic Planning and Review Oversight 
  •  UI Legislation and Regulations Administration 
  •  Core Federal Performance Measures and USDOL Secretary Standards 
  •  DUI Agreements Management 
  •  Subpoena & PIA Request Management

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university. (Must upload a copy of your college degree or transcripts).

Experience: Five years of experience in the public policy arena with an emphasis on policy development (either with a non-profit, state, or federal legislative office or regulatory agency). Three years of supervisory experience managing or leading teams, overseeing and coordinating the general operations of a unit, applying rules and regulations, or taking responsibility for developing policies or procedures. 

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor's degree in public policy science, public administration or a related field.

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
