Main Purpose of Job
The Chief Data Officer (COO) is a senior executive responsible for establishing and executing a
unified, enterprise-wide data strategy for the Unemployment Insurance (UI) Division. The COO leadsthe development of data governance, quality, security, analytics, and reporting capabilities that ensure UI data is accurate, secure, compliant, and fully leveraged to improve program outcomes.
This role shapes long-term data vision, leads a team of data and reporting professionals, and
ensures the Division's data assets support federal reporting, fraud detection, program integrity, operational efficiency, and data-driven decision making. The COO serves as Ul's principal data steward and represents the Division in statewide and inter-agency data initiatives.
POSITION DUTIES
This position duties consist of but not limited to the following:
Strategic Leadership & Governance - Provides vision and direction for UI's enterprise
data management strategy and ensures alignment with state, federal, and agency
objectives. Develops and oversees the UI Division's data governance framework, policies,
standards, roles and accountability mechanisms.
Data Management, Quality & Security - Oversees the full lifecycle of UI data, ensuring its
quality, timeliness, and compliance with federal and state requirements. Directs
initiatives to improve data, validation, reconciliation, and integration across UI systems.
Analytics, Reporting & Business Intelligence - Oversees the design and delivery of
analytical tools, reports, and dashboards to support policy, operational and strategic
planning. Develops predictive and prescriptive models to support workload forecasting,
fraud detection, and performance improvement.
Collaboration & Representation - Serves as the Division's representative for statewide,
federal, and national data governance, modernization, and interoperability initiatives.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university in Data Science, Data Analytics, Information Technology, Computer Science, Statistics, Public Policy, or a closely related field. Master's degree preferred.
Experience: At least five (5) years of data management experience, including three (3) years deploying enterprise-wide data governance programs.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
• Master's degree in a relevant field.
• Experience with Unemployment Insurance programs, federal UI reporting requirements or labor market data.
• Familiarity with Maryland state• ,government data systems, privacy policies, and cybersecurity standards,
• Certifications in Data Management, Governance; or Information Security (e.g. DAMA CDM P, Cl PP, CISSP).
• Experience_ with advanced analytics. predictive modeling, or fraud detection tools.
SPECIAL REQUIREMENTS
Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
