Main Purpose of Job
POSITION DUTIES
- Develop and implement comprehensive performance management, process improvement, and innovation strategy for the agency.
- Co-create and maintain performance metrics to evaluate the effectiveness of various DGS divisions within the agency.
- Drive a culture of continuous improvement and accountability throughout the organization.
- Participate in and/or oversee the collection, analysis, and reporting of performance data.
- Guide data analysts in performing trend analyses and creating visualizations to support decision-making.
- Ensure the accuracy and integrity of performance data.
- Develop and oversee maintenance of an agency-wide integrated data management platform.
- Work with unit heads to identify opportunities for process improvements and operational efficiencies within the department.
- Manage the implementation of best practices and innovative solutions to enhance agency performance.
- Collaborate with unit heads to develop and execute improvement initiatives.
- Participate in the development of the agency’s strategic plan.
- Provide critical insights into the measurement of short, medium, and long-term goals.
- Work with senior leadership to align performance metrics with strategic objectives.
- Assist in defining key performance indicators (KPIs) to track progress towards strategic goals.
- Prepare and present performance reports to senior leadership and stakeholders.
- Communicate performance insights and recommendations clearly and effectively.
- Serve as the primary point of contact for performance management inquiries.
- Serve as DGS’s liaison to the Governor’s Office of Performance Improvement (GOPI).
- Serve as one of DGS’s representatives on the Governor’s Performance Improvement Council.
DESIRED OR PREFERRED QUALIFICATIONS
- Minimum seven (7) years of progressive professional experience in process improvement, organizational development or organizational change, innovation, or a related field, with at least 3 years at a senior leadership level.
- Experience leading large-scale change initiatives and continuous improvement programs.
- Proven track record of managing cross-functional teams and projects, and experience developing and implementing performance measurement systems.
- Experience with human-centered design principles and their application in organizational development is preferred.
- Strong background in data analysis and performance metrics to drive decision-making and improvement initiatives.
- Proficiency in project management methodologies (e.g., Agile, Lean, Six Sigma) to drive process improvements and innovations.
- Ability to work in a fast-paced environment; strong analytical skills, and strong written and verbal communication skills.
- Excellent interpersonal and collaboration skills, with a history of working effectively with multiple stakeholders across various departments or sectors.
