Main Purpose of Job

One of the agency’s core functions is to ensure compliance with candidacy and campaign finance laws. This position supports this core function by ensuring that individuals and entities involved in an election adhere to laws and regulations regarding candidacy, campaign finance, public financing, government contractors and electioneering, including campaign material. The position: (1) oversees and manages the Candidacy and Campaign Finance Division; (2) provides senior level leadership, non-partisan instruction and enforcement of the candidacy and campaign finance laws, including assessing fines and determining and executing civil penalties; and (3) oversees and coordinates audits of campaign finance entities and candidacy records. The position performs other key functions. The position, with guidance from the Administrator, Deputy Administrator, and several other division heads, is the liaison with State and local elected officials regarding legislative matters. Other tasks include being the chief enforcement official for the agency and subject matter expert for a variety of issues in judicial cases.

THIS POSITION WILL REQUIRE EXTENDED HOURS DURING CRITICAL ELECTION PERIODS.


This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Plans, directs and administers all aspects of an agency program(s) that has a broad scope and major impact on agency missions and operations;

Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;

Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;

Oversees and manages the personnel and financial resources of the program(s);

Plans, coordinates, supervises and evaluates the work of subordinate managers;

Develops, implements and manages short and long-range plans for program operations and resources;

Determines organizational structure and staffing needs of the program(s);

Prescribes and oversees development and training of program staff;

Represents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;

Performs other related duties.

MINIMUM QUALIFICATIONS

Five years of election related experience
Bachelor's degree 
Two years of supervisory experience

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Ten years of election related experience 

Master's degree or higher 

Five years of supervisory experience
