POSITION DUTIES

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority. 

The main purpose of this position is to manage, direct, supervise, lead, and guide the activities and staff of the Program Services Branch, which supports the Division's executive and field staff activities, consistent with the Division's mission of making communities safer by providing levels of control of offenders through comprehensive case management and intervention strategies. The unit within Program Services include management information services, victim services, clinical services, policy development, and performance measures. This position serves as a key advisor to the Director, participates on the Division's Leadership Team, and handles special projects and grants.

  • Participates in vendor negotiations and collaborative agreements with vendors providing adjunct services treatment services. 
  • Works with auditors and Division staff to obtain data necessary for the auditors to review when auditing the Division's performance measures. 
  • Participate on various committees or task forces as assigned by the Director, such as the Department of Public Safety Information Technology Task Force, the Maryland Integrated Offender Management Information System (MIOMS), and the Victim Services Advisory Board.
  • Oversee the Division's Managing For Results Process (MFRV As part of the MFR process, creates and manages a Performance Measures Committee within the Division that represents all Division operational units to develop performance measures within the Division. 
  • The Committee will meet regularly to identify appropriate performance measures at the Divisional and operational units level.

MINIMUM QUALIFICATIONS

Education: Master degree from an accredited college or university, in social science, behavioral science, business or public administration.

  

Experience: Eight years of experience in a professional administrative, supervisory or management position in a parole, probation, community corrections or other correctional setting. Two yrs. of this experience must be directly managing Parole and Probation or Correctional Administration Programs and Services to include: Policy and Program Compliance, Field Support Services, Management Information Services and Financial Budget Analysis.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience implementing program goals, standards and controls to meet program objectives. 
2. Experience overseeing and managing budget and financial resources.
3. Experience preparing and providing testimony to executive and legislative officials.
4. Experience working in a collective bargaining environment.
5. Experience analyzing statistical data.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must possess a motor vehicle operator’s license valid in the State of Maryland.
