LOCATION OF POSITION
POSITION DUTIES
- Oversees and manages Fiscal Assurance, Regulatory Compliance and Financial Process Improvement specific to Subsidies and Payments.
- Provides supervisory, managerial or technical assistance guidance to the DEC Fiscal unit and completes onsite facility program inspections.
- Recommends the development of training procedures to increase correct authorization of funds for grant specialists, programmatic specialists, LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and IHEs.
- Provides guidance internally in developing and maintaining manuals, instructions and reporting instruments for financial data reporting and analysis and coordinates training and technical assistance for DEC staff.
- Coordinates the processing and reporting of subsidies and payments as it relates to the Child Care Scholarship, Credentialing, and Quality Improvement System Bonuses.
- Analyzes office fiscal planning and federal requirements for budget alignment.
- Coordinates, reviews, and edits internal and external budget documents with the program staff and designs fiscal reports, content, and methods.
- Represents the department in a liaison capacity and partners with upper management in matters of policy development, process improvement and implementation, financial modeling, grant review, and State and Federal audits.
- Supervises the preparation of financial reports, spreadsheets, data tables and related documents (FFATA).
- Maintains internal and external communications and manages relationships with various constituencies of programs (early childhood educators; local, state and federal agencies; advocates; legislators; local elected and appointed officials; Executive Staff within the Department, and members of the public).
MINIMUM QUALIFICATIONS
- Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education, Organizational Development, Nonprofit, Business, or related fields for two years of the required experience directly related to the position.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with State and Federal grant programs such as CCDBG, Head Start, and PDG B-5 grants.
- Experience managing fiscal processing and reporting specific to subsidies and payments as it relates to Education programs.
- Experience implementing, monitoring, and evaluating finance procedures designed for tracking allocations for education programs.
- Experience providing guidance to staff for developing and maintaining procedures, documents, and records that can sufficiently support audits.
