LOCATION OF POSITION
Main Purpose of Job
The
main purpose of this position is to provide regional leadership, program
oversight, and strategic coordination for workforce development initiatives
administered by the Maryland Department of Labor. This position serves as the
department’s primary representative within assigned regions and is responsible
for managing multiple programs, projects, partnerships, and operational
initiatives that support organizational priorities and effective service
delivery.
The reemployment program director leads and develops staff, fosters collaboration among internal and external stakeholders, provides technical assistance and operational guidance, monitors performance and compliance, and drives continuous improvement efforts across assigned regions. This position is responsible for coordinating complex initiatives, managing competing priorities, supporting organizational change, and ensuring that programs and services are delivered effectively and efficiently, and aligned with department goals and objectives
POSITION DUTIES
• Serving as the Maryland Department of Labor’s regional representative and collaborating with Local Workforce Development Boards, One-Stop Operators, Chief Elected Officials, community organizations, educational institutions, employers, and other workforce system partners to support effective service delivery and strategic workforce initiatives;
• Monitoring program performance, operational outcomes, and customer service trends; identifying areas for improvement; and implementing corrective actions, process improvements, and strategic initiatives to achieve organizational goals;
• Managing multiple programs, projects, contracts, and operational initiatives simultaneously; coordinating resources, timelines, stakeholders, and deliverables to support effective service delivery and organizational priorities;
• Implementing administrative policies and providing leadership, guidance, and oversight to staff responsible for delivering workforce and employment-related services across assigned regions;

Interpreting and communicating departmental policies, procedures, and program
requirements to staff, partners, stakeholders, and the public to ensure
consistent understanding and implementation;
• Investigating operational issues, customer concerns,
partner inquiries, and program challenges; developing and implementing
solutions to improve service delivery and organizational effectiveness;
• Ensuring compliance with applicable federal, state, and
local laws, regulations, policies, and procedures, including those related to
program operations, personnel management, accessibility, equal opportunity, and
customer service;
• Conducting personnel activities involving assigned staff,
including recruitment, hiring, onboarding, coaching, performance management,
employee development, succession planning, and disciplinary actions when
necessary;
• Leading cross-functional projects and coordinating efforts
among multiple programs, departments, and stakeholders to support statewide
initiatives and organizational priorities.
MINIMUM QUALIFICATIONS
Experience: Six years of experience in administrative staff or professional work.
SELECTIVE QUALIFICATIONS

Leave Benefits
Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.
We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.
Our leave policies also adhere to the Family Medical Leave Act of 1993.
Retirement Benefits
Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are also eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan.
Flexible Work Schedules
Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.
Student Loan Forgiveness
Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.

Free Mass Transit Benefit
Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:
There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
Health Coverage

Reduced Child and Health Care Costs
Working for the Maryland State Personnel Management System entitles permanent State employees to participate in Healthcare and Dependent Daycare Flexible Spending Accounts. These plans allow eligible employees to save, on a pretax basis, for healthcare and dependent care costs incurred during the plan year.
