Main Purpose of Job

The main purpose of this position is to manage a Construction Division regional field office by supervising assigned personnel and managing the DGS construction contract workload in the assigned region that is associated with a specific geographical area.

POSITION DUTIES

Duties for this position include but are not limited to:

- Acts as backup to Chief and Area Supervisor, representing the division in meetings and managing daily operations as needed. 
- Coordinates with internal teams, contractors, and stakeholders to report project status, resolve issues, and support timely decisions. 
- Manages correspondence, equipment, materials, office operations, and resource needs. 
- Oversees inspectors, including staffing, scheduling, training, performance evaluations, and quality control of work. 
- Conducts site visits to verify work quality and compliance with contract documents. 
- Ensures accurate and complete project documentation, files, and change order records. 
- Leads meetings, reviews project documents, processes change orders, ensures compliance with procurement
rules, and oversees required reporting.  
- Directs all project phases (pre-construction, active, close-out, and warranty), resolving issues, maintaining quality standards, and ensuring timely completion.
- Approve contracts for project schedule, construction status updates, proposed change orders, invoices and A-E performance evaluations.
- Review project files including completion of files, ensuring all significant project related actions are documented and maintain balance sheet.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Ten years of experience in the building construction, including three years of supervising, managing and/or inspecting major construction projects. 

Notes:  
1. Candidates may substitute the possession of a current registration as a Professional Engineer in Maryland or in a state with comparable requirements for four years of required experience. Candidates must present evidence of registration with the application.  

2. Candidates may substitute a bachelor’s degree in civil, electrical or mechanical engineering from an accredited college or university approved by the Engineers' Council for Professional Development and six years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects for the required experience.  

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Civil Engineering Corps classifications or Construction Analyst or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.
