The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. The Director of the Quality Assurance Unit provides executive leadership and strategic oversight for the three audit teams: Facility, Field Operations/Technical Assistance, and Juvenile Services Education Program (JSEP), within the Office of the Inspector General, Maryland Department of Juvenile Services. This position manages and oversees the QA Unit, which is responsible for the development and implementation of a performance-based quality assurance process for DJS residential/committed treatment facilities, field operations, and JSEP. The QA Unit assesses programs to determine whether they are in compliance with all applicable federal, state, and departmental laws, regulations, and standards, while promoting youth safety, quality of services, and continuous improvement across the Department’s continuum of care. The QA process includes assessing compliance with program requirements, providing technical assistance, promoting continuous program improvement, and recommending systemic improvements. The Director of QA contributes to policy development, identifies and advocates for needed systemic improvements, and collaborates with leaders to strengthen DJS service delivery.

POSITION DUTIES

Works directly with the Deputy Inspector General, Inspector General and other executive leadership staff to advance the well-being and safety of youth in DJS care to meet the Department's vision, mission, goals and objectives. This includes, but is not limited to, the following:

Manages the development and revision of quality assurance tools that are used in the performance of facility, field, and JSEP audits to determine compliance with department policies and procedures, applicable laws and regulations, and best practices.  

Coordinates the preparation, timely dissemination, and interpretation of quality assurance reports to DJS personnel and external stakeholders as appropriate.  

Works with DJS administrative and program personnel to identify and implement quality improvement strategies and develop corrective action plans, provides technical assistance, and monitors program compliance through the corrective action process. 

Compiles and analyzes audit data to report on trends of compliance and non-compliance for residential/committed treatment facilities, field operations, and JSEP and reports this information to the DJS Secretary and other key stakeholders. 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree or advanced degree from an accredited college or university in Public Administration, Policy, Law, Social or Behavioral Sciences (such as Criminal Justice,  Sociology, Psychology, Human Services/Human Development Child and Adolescent  Studies, or Social Work).

Experience: At least five (5) years of managerial or supervisory experience at a professional services level in juvenile justice, human services, licensing, regulatory compliance, quality assurance, or program oversight. This experience must also include interpreting and applying statutes, regulations, policies and procedures; and applied knowledge and understanding of the juvenile justice system, residential and community-based services, and youth education programs.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess the following qualifications:

Experience working with entities being audited, to develop and implement corrective action. 

Experience providing technical assistance or advocating for systems improvement in a juvenile or criminal justice setting. 

Excellent organization skills and detail orientation. 

Ability to communicate effectively and professionally with diverse populations and all levels of management, employees, and stakeholders. 

Ability to exercise sound judgement in matters affecting youth safety and program integrity.
