POSITION DUTIES
How would you like to work in the downtown Annapolis, surrounded by the charmed of this historic city and the Chesapeake Bay ? Not to mention famous restaurants, coffee shops, and the beautiful city dock.
The Comptroller's Taxpayer Services Division is looking for a Program Manager III to join our team in Branch Operations. The successful candidate will be self motivated, detailed oriented, a decision maker and most importantly, a leader of our Branch Operations section.
The main purpose of this position is to manage and oversee Branch Operations consisting of (11) Branch Offices and (1) Virtual Office.
Key Responsibilities include:
- Analyze and create reports submitted daily, weekly, monthly, fiscal and calendar year reports.
- Determines organizational structure and staffing needs of the section.
- Plans, coordinates, supervises and evaluates the work of subordinate supervisors.
- Perform Semi-annual visits to each branch office, providing guidance to regionals, and branch managers; ensuring section policies and procedures are followed.
- Create, review and update manuals and procedures for Branch Operations.
- Assist the Deputy Directors office of the Taxpayer Services Division with resolving taxpayer issues in a timely manner.
PLEASE NOTE:
- Employee must be able to work in a full-time capacity: Monday through Friday from 8:00 a. m. to 5:00 pm.
- The nature of the position requires that the employee be able to travel within the State of Maryland, and provide their own transportation to visit various branch offices located within the State of Maryland.
- Employee must be able to tolerate an occasional uncomfortable or unpleasant experiences presented by upset or irate taxpayers.
- Work may involve special physical demands such as lifting 25 to 35 pounds, climbing ladders, etc.
- Employees are unable to prepare tax returns outside of the requirements of the job or work for private accounting companies.
- Leave may be limited during certain times of the year due to high volume events, projects or special assignments.
- Evening and weekend work may be required during peak times of the year.
- The position is considered one of the agency's emergency essential personnel.
- This position is not eligible for teleworking.
MINIMUM QUALIFICATIONS
Education: Bachelors Degree from an accredited four year college or university.
Experience: Five years of responsible administrative management experience with auditing, accounting, tax law, or customer service.

DESIRED OR PREFERRED QUALIFICATIONS
- Microsoft Suite 365 applications with emphasis in Excel, Word, and Power Point.
- Prior supervisory/management experience.
- Proven experience optimizing organizational structure, evaluating staffing needs, and managing teams and operations across multiple remote locations.
- Three years (3) experience in data analysis and the creation of production reports.
- Customer Service experience.
- Experience with Microsoft Suite 365 applications.
- Excellent communication skills (both verbal & written).
- Knowledge and experience with Federal and Maryland tax laws and forms.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
- Employees in the classification will be assigned duties which require operation of a motor vehicle.
- Employee assigned such duties will be required to possess driver’s license valid in the State of Maryland.
