Introduction

The PSC is seeking a skilled and motivated individual to join its Telecommunications, Gas, & Water Division as an Assistant Director. This position plays a key role in ensuring the efficient regulation of critical public utilities and offers the opportunity to help shape policy and pricing in essential service industries.

This is an “at will” position which serves at the pleasure of the Appointing Authority (the “Commission”).

POSITION DUTIES

The PSC regulates public utilities and certain passenger transportation companies in Maryland. Its regulatory oversight includes natural gas, electricity, telecommunications, and privately owned water and sewage disposal systems. The Commission’s responsibilities include evaluating and deciding matters related to utility rates, safety, service quality, infrastructure modernization, and compliance with applicable regulations and state policy objectives.

The TGW Division plays a central role in supporting the Commission’s efforts to navigate an evolving utility landscape shaped by technological advancement, regulatory reform, and public policy priorities. This position offers a meaningful opportunity to apply economic and technical expertise to public service, contributing directly to the Commission’s mission through the analysis of regulatory issues affecting gas, telecommunications, and water service providers. 

The Assistant Director works closely with the Division Director in the economic and technical evaluation of cases and policy matters involving these industries. The role includes supervisory responsibilities for a small team of professional staff, primarily economists, and requires maintaining subject-matter expertise across the gas, water, and telecommunications sectors. This includes familiarity with industry practices, regulatory models, and emerging policy trends. The position involves direct participation in formal regulatory proceedings, preparation of expert testimony, and collaboration with other technical staff including attorneys, engineers, accountants, and public policy experts. 

The work is intellectually stimulating, fast-paced, and crucial to Maryland’s economy, its residents, and the environment. We are looking for candidates with a strong analytical foundation, the ability to tackle complex economic and regulatory challenges across multiple disciplines, and a desire to work in public service. 

As an Assistant Director, you will: 
● Lead and conduct economic and regulatory analyses to support Commission decisions on telecommunications, gas, and water services. 
● Prepare expert testimony, policy reports, and economic studies to inform rate- setting and regulatory policies. 
● Collaborate with accountants, engineers, and attorneys to determine appropriate pricing, policy, and service terms. 
● Represent the Division in working groups tasked with developing new regulations, reports, and agreements that support the Commission's regulatory mandate. 
● Analyze market trends and the economic impacts of regulatory decisions. 
● Contribute to the development of innovative policies that balance economic efficiency, consumer protection, reliability, and environmental sustainability. 
● Assist the Division Director in the supervision of junior Economists; this includes conducting performance evaluations as well as leading or guiding junior Economists in the preparation of their expert testimony, comments, or other work assignments. 
● Represent the Division in stakeholder workgroups and technical conferences. 
● Assisting in the overall management of the Division’s workflow and product quality.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s degree from an accredited college or university in Economics, Engineering, Finance, Statistics, Mathematics, Public Policy, or a closely related field.

Experience:  Three years of relevant professional experience in economic analysis, preferably in utility regulation, the energy sector, water sector, telecommunications sector or a related field. 

Note A Masters degree may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

An Assistant Director with a passion for energy, water or telecommunications policy, strong analytical capabilities, and a desire to work in public service. The PSC welcomes experienced applicants with strong leadership skills.

Successful candidates will bring: 

● Strong quantitative, analytical, and problem-solving skills. 
● Proficiency in economic theory (microeconomics, industrial organization, regulatory economics) and its application. 
● Experience with statistical analysis, econometrics, and economic modeling software. 
● Excellent written and oral communication skills, with the ability to explain complex economic concepts to diverse audiences.
● Ability to work independently and collaboratively in a team-oriented environment. 
● Sound professional judgment and a commitment to ethical public service. 
 Knowledge of the electric utility industry, energy markets, or regulatory processes is highly desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
