Main Purpose of Job

To serve as the statewide Program Manager for Community Services within the Office of Adult Services (OAS). This position holds primary responsibility for the strategic design, implementation, and continuous evaluation of Maryland’s Adult Protective Services (APS) in direct alignment with the May 2024 Federal Final Rule (45 CFR Part 1324) and the Longevity Ready Maryland initiative.

POSITION DUTIES

  • Directs the statewide implementation of the APS Final Rule, ensuring all Maryland APS policies, manuals, and standard operating procedures (SOPs) meet or exceed the new federal minimum standards by the May 2028 deadline.
  • Formulates and interprets complex policies regarding "Direct Services and Supports," assessments, and case management to ensure high-quality, person-centered interventions for adults at risk of maltreatment.
  • Leads the development of standardized assessment tools to be used across all 24 local jurisdictions, ensuring statewide consistency in determining risk and self-neglect.
  • Develops and monitors Quality Assurance (QA) frameworks to measure program efficacy against the benchmarks outlined in the Task Force on Preventing and Countering Elder Abuse report.
  • Collaborates with the Maryland Department of Aging and the Governor’s office to integrate APS Community Services into the "Longevity Ready Maryland" strategic plan.

MINIMUM QUALIFICATIONS

Education: Master’s Degree from an accredited college or university in Social Work, Public Administration, Business Administration, or a closely related human services field.
Experience: Three (3) years of professional experience in program planning, implementation, or performance monitoring within a government, human services, or adult services environment. One year of this experience must have been in a supervisory or managerial capacity overseeing professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

  • Two years of professional experience leading multi-jurisdictional workgroups, steering committees, or serving as a primary liaison to federal, state, or local oversight entities (such as the Administration for Community Living or a Department of Aging).
  • Two years of professional experience utilizing enterprise-level data analytics platforms or electronic human services case management systems to evaluate program quality assurance, run performance metrics, and identify demographic trends.
  • Two years of professional experience tracking expenditures, reviewing vendor deliverables, and monitoring contract compliance for human services or workforce training contracts

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
