Main Purpose of Job
This position is responsible for the establishment, monitoring, and oversight of goals, priorities, program and operational policies and procedures, budgets, contracts, expenditures, performance standards, audits and daily operations for each of the Family Investment Programs. Programs include: Temporary Cash Assistance (TCA), Temporary Disability Assistance Program (TDAP), Maryland Medical Assistance (MA) --Families and Children, Maryland Children's Health Program, Long Term Care, Aged Blind, Disabled, Supplemental Security Income, Qualified Medicare Beneficiary, Supplemental Limited Medicare Beneficiary and others--, Emergency Assistance to Families with Children (EAFC), and Child and Adult Care Food Program. This includes ensuring compliance with all applicable federal and state laws and regulations, direct and indirect supervision of all staff responsible for eligibility determination, employment activities, other local initiatives, distribution of staff and workload to accomplish required results, assuring services are provided in an equitable, accurate and timely manner to eligible Frederick County residents, and establishing and maintaining community partnerships in support of customer service needs and agency goals.
DHS employees may be called upon to be emergency essential personnel. The Governor has delegated DHS as the primary agency responsible for Emergency Support Function #6. The Governor can dictate an emergency and require state employees to respond. If employees do not report for duty, disciplinary action may occur. Compensation for working during an emergency is listed in the Collective Bargaining MOUs.
POSITION DUTIES
LEADERSHIP/SUPERVISION:
Provide direction and supervision to five (5) supervisory staff. Develop comprehensive service delivery strategies to meet customer needs. Analyze information and problem solve areas related to the administration and the divisions programs (TCA, TDAP, MA, EAFC, SNAP etc.). Act as Designee to Director. Lead and direct supervisees and division staff to ensure compliance with policy, practice and regulations and achievement of desired outcomes. Analyze information for problem identification and resolution. Perform personnel functions such as hiring/termination, supervision, development of MS-22, Employee Relations, PEPs and timesheets. Serve as subject matter expert with the central office, community partners and other State agencies in matters such as policy implementation, operations and evaluation of social support services to vulnerable individuals and families. And identify training and gaps in practice to be filled for quality service delivery. Serve as contract monitor assigned division contracts and evaluate the overall quality of our vendor's services.
MANAGEMENT:
Ensure the division's compliance with applicable laws, regulations, policies and procedures by implementing and monitoring tracking systems, corrective action and quality improvement plans etc. Manage the production of Division reports and documents including responses to OHS, elected officials, and the community/media and funding applications etc. Manage the preparation of the Division's annual state and county budgets and spending of the allocations, grant monies and special funds to assure expenditure remain within the approved budgets and maximize all resources. Oversee the work and workflow of the supervisory staff and team as it relates to the efficiency and accuracy of division functions.
COLLABORATION/OUTREACH:
Represent the Department on boards, planning advisory, advocacy and issue-oriented groups. Encourage and ensure Division staff actively participate in outreach and education within the community on the work and goals of the division and agency. Identify partner agencies and businesses that will support the mission vision and strategic plan of the Department and those we serve. Also, work closely with the agency leadership team to plan agency-wide events and initiatives.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Six (6) years of experience overseeing State Government systems or programs within Human Services or Public Benefit programs, including three years of experience in a supervisory or managerial capacity overseeing a team of three to five individuals.
DESIRED OR PREFERRED QUALIFICATIONS
One year of experience using Google Suite Applications, Eligibility & Enrollment (E&E) system, and Work Opportunity Record Keeping (WORKS) System.
One year of experience with administrative or fiscal operations required to coordinate federal or state programs.
One year of experience developing and implementing strategic plans.
