Main Purpose of Job

The main purpose of this position is to develop, implement, and oversee financial procedures and financial transaction processing for all programs as directed by the IAC and in support of IAC Staff, other State agencies, and Local Education Agencies (LEAs). This position is responsible for the oversight and management of up to $1 billion per year in capital funds, as well as the IAC’s operating budget and PAYGO grant programs. The incumbent exercises independent judgment to develop and issues directives to agency personnel as well as other State agencies and LEAs. The position is responsible for the review and evaluation of program and project document submissions. The position oversees and directs support staff with regard to policies and processes within the finance division and for daily operations. This position develops, reviews, audits, and maintains reports, generating both standard periodic reporting and one-time report requests from the executive, the Commission, other State agencies, the General Assembly, or external stakeholders. The position makes recommendations to the executive team with regard to new procedures, data collection methodologies, security measures, quality control efforts, etc. to aide in the processing and accounting for the agency’s operating and capital budgets and project specific information. This job relates to the mission of the agency by ensuring compliance with State policy of specific funding programs and ensuring that State funds are expended in a manner which results in providing Maryland public school students, teachers, administrators, and staff with safe, healthy, and educationally supportive environments in which to learn and teach and that strengthen neighborhoods and communities throughout the State.

POSITION DUTIES

Administers program information in state systems including FMIS, BARS, ADPICS, and the IAC’s internal accounting system. Develops and provides routine and ad-hoc reports. Inspect, analyze, and develop fiscal regulations, policies, and procedures including incorporating changes in law and/or programs which impact fiscal policies and procedures on an as-needed basis. Ensures timely and accurate posting of all financial transactions and the reconciliation of transactional data, funding  allocation data, and reserve appropriation balances. Monitors expiration of awarded funds and maintains communications with LEA. Prepares quarterly financial projections for IAC operations. Develops and implements tools and controls to ensure effective and efficient operations, reporting reliability, and agency compliance. Supports agency audits.


MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in accounting, business management, public administration, or related field. Four years of progressively responsible experience may be substituted on a year-for-year basis for the required education. 

Experience: 3 years in accounting, finance, or public administration.


Required Qualifications


  • Sound knowledge base of accounting principles and internal control procedures. 
  • Hands on skills in financial and analytic  report preparation and review.
  • Intermediate to advanced level proficiency in spreadsheets such as MS Excel, Google Sheet.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.


DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications

  • Familiarity with the State of Maryland capital or operating financial management systems. 
  • Proven track record of data research and analytic skills in both qualitative and quantitative aspects. 
  • Ability to supervise, lead, mentor, coach other employees.
  • Experience performing Fiscal Year End Closeout and/or budget preparation.
  • Experience with the State of Maryland and/or State accounting systems such as FMIS, BARS, and ANSWERS.


Preferred Qualifications

  • Experience with governmental fund accounting, bond accounting, and/or accrual basis accounting.
  • Excellent oral and written communication skills.
